National Capitol Contracting LLC is in search of a Senior HR Manager who possesses the expertise, capabilities, and professionalism to advance within the executive ranks. In this capacity, you will serve as an HR Business Partner to the executive leadership, recognizing the significance of balancing organizational objectives with employee needs while overseeing all compliance-related facets of Human Resources. The ideal candidate will excel in employee relations, compliance, HR technology implementation, risk management, and will have a strategic outlook to support business guidance.

National Capitol Contracting LLC is dedicated to ambitious growth to meet financial targets while upholding exceptional quality and standards, alongside fostering a culture that is equitable, empowering, and secure. Candidates should exhibit high energy, a positive demeanor, maturity, and the ability to communicate effectively across all organizational levels. This position will report directly to the Chief Operating Officer (COO) and collaborate closely with senior management, project managers, and mid-level managers.

Key Responsibilities

  • HR Leadership
    • Oversee and manage all HR functions for the organization as a strategic partner to the leadership team while developing junior HR personnel.
    • Support overall HR department development initiatives and provide management with strategic advice and recommendations.
    • Participate in leading the cultural transformation necessary to drive quality and financial outcomes.
    • Develop, implement, manage, and revise the annual HR department budget, including merit increases and incentive programs.
    • Utilize electronic HR business tools, including Applicant Tracking Systems (ATS), to enhance efficiency and reporting for informed business decisions.
    • Engage in ongoing training in strategic HR best practices and business support.
  • Compliance and Benefits Oversight
    • Ensure adherence to federal, state, and local compliance mandates.
    • Stay informed on labor regulations, FMLA, OSHA, and ADA matters to provide expert guidance.
  • Employee Lifecycle Management
    • Train Program Managers in candidate evaluation, interviewing, documentation, and other employee-related processes.
    • Oversee onboarding and offboarding processes, compensation and benefits, employee engagement, retention initiatives, and performance management.
    • Collaborate with executive staff on performance management and organizational results.
    • Coordinate with various departments to lead training programs while tracking employee certifications and training sessions.
    • Assist Project/Program Managers and employees with inquiries and issues.
    • Develop organizational strategies and update existing HR policies and guidelines, including orientation and onboarding for new hires.
    • Manage disputes, investigations, and any necessary disciplinary actions.
  • Cultural Development
    • Engage with employee councils on initiatives such as new benefit programs, training opportunities, and morale enhancement strategies.
    • Establish and implement a regular internal communication strategy, including community events.

Minimum Qualifications

  • 7+ years of experience in Human Resources.
  • 3+ years of experience in a managerial role.
  • Comprehensive knowledge of HR and employment-related laws and regulations.
  • Understanding of federal contracting, including security compliance.
  • Ability to communicate clearly and effectively at various organizational levels, both verbally and in writing.
  • Strong organizational, interpersonal, and negotiation skills.
  • Ability to work independently and collaboratively within a team.
  • Capacity to manage multiple projects and adapt to shifting priorities.
  • Excellent problem-solving, decision-making, and crisis management abilities.

Preferred Qualifications (Not Required)

  • SHRM-CP, SHRM-SCP, or similar certifications.
  • Bachelor's Degree in a related field.

Special Position Requirements

Travel: As the organization continues to expand, occasional travel may be necessary to various work locations; expected to be minimal.

Schedule: Standard business hours with flexibility to accommodate business needs.

This is a full-time position. National Capitol Contracting LLC offers a competitive compensation package: salary is commensurate with experience. Benefits include medical, dental, flexible spending, three weeks of accrued Paid Time Off (PTO), paid federal holidays, and a 401(k) plan with company match.
