Duties

Serve as the lead subject matter expert responsible for addressing global counterproliferation interdiction issues within NCBC's Office of Mission Integration to enable the IC and interagency to counter WMD and biosecurity threats.

Lead NCBC's policy support on global counterproliferation issues targeting adversary, chemical, biological, nuclear and radiological weapons programs and their associated delivery systems.

Lead Interdiction and Networks Group efforts to develop IC-wide, integrated campaigns to improve IC posture that enables global counterproliferation activities across the IC and interagency.

Lead group efforts to work collaboratively with ODNI, IC, and interagency stakeholders to develop coordinated campaign plans to identify key intelligence gaps, implement initiatives to address shortfalls in the IC's ability to address gaps, and evaluate IC progress to close gaps.

Lead, initiate, cultivate, and maintain productive working relationships with senior policymakers across the IC in order to coordinate strategy development activities and evolving requirements and promote the implementation of mission and enterprise objectives.

Guide and mentor team members to develop and promote use of best practices and to ensure common approaches across Counterproliferation Interdiction and Network Group initiatives.

Lead and oversee the planning, development, and evaluation of the related strategic planning documents in support of U.S. Government agencies' national security and foreign policy interests and programs.

Support IC and DOD efforts under hard target strategies against actors of interest wherever WMD Counterproliferation interdiction and/or disruption equities are involved.

Lead Interdiction and Networks Group efforts with interagency outreach to IC Counterproliferation elements in order to guide and inform NCBC advocacy for resources as required.

Serve as the senior NCBC, ODNI, or IC representative at national security meetings, committees, task forces, and working groups, and serve as a focal point for any tasks related to WMD Counterproliferation interdiction and disruption issues, plans and initiatives.

  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

    Expert knowledge of the IC and interagency structure, roles and responsibilities, intelligence and/or interagency capabilities as it relates to counterproliferation and biosecurity issues.

    Expert organizational and interpersonal skills to facilitate diverse forums, manage competing priorities and advocate new ideas/concepts/processes.

    Expert knowledge and/or experience working within the IC or Interagency Counterproliferation Interdiction and disruption enterprise.

    Ability to lead efforts in synchronizing and coordinating the implementation of plans and programs.

    Superior ability to identify emerging trends and strategic issues and incorporate these in developing strategic plans for the organization.

    Superior ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC.

    Expert critical thinking skills, including superior ability to think strategically, to identify intelligence requirements, and to develop innovative recommendations and solutions.

    Expert negotiation and leadership skills, the ability to exert influence and build consensus, and experience in reconciling competing interests.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2024.

    Degree: Master's or higher graduate degree and at least 5 years experience in a field related to WMD, Counterproliferation, or national security strategy.

    Combination of education and experience: At least 15 years of experience in Weapons of Mass Destruction or counterproliferation, and/or strategic planning and implementation of integrated strategies, work that enables USG counterproliferation activities, intelligence collection or analysis.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).     Salary Determination:

    The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
    Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
    Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

    On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

    Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
