Summary Statement

This role is crucial to the operational effectiveness of the Alcoholic Beverage Control Commissioner's Office. The selected candidate will engage in the collection and evaluation of data, provide insights for improved data utilization, streamline data acquisition processes, and oversee various licensing applications and compliance reporting. The individual will manage the Office's Beer Self-Delivery and Third-Party Delivery Programs, leveraging operational and compliance data to advance the Office's objectives. Data analysis will support strategic initiatives, budget planning for future programs, and the assessment of legislative impacts on the Office and its stakeholders.

Essential Functions

The essential functions listed below are core responsibilities common to all positions within this classification and are not intended to be an exhaustive list of every task associated with this role:

  • Conduct interviews with agency personnel, observe operational workflows, and gather relevant data to evaluate service delivery and compliance with established goals.
  • Perform statistical analyses and interpret data related to policies, procedures, and operational practices; identify issues and recommend corrective actions.
  • Analyze collected data to develop solutions or alternative approaches.
  • Assess the effectiveness of operations in achieving set objectives.
  • Provide technical support in defining management goals and controls to address issues.
  • Review relevant documentation, including legislation and regulations.
  • Recommend and assist in implementing new methods or procedures to enhance operational efficiency and resource utilization.
  • Document study findings and prepare recommendations for new systems, procedures, or organizational adjustments.
  • May supervise administrative and support staff, overseeing planning, assignment, review, evaluation, coaching, training, and disciplinary actions as necessary.

Job Requirements

Requirements for Senior Management Analyst Applicants must demonstrate competence in the following areas:

  • A minimum of three years of experience in conducting operational evaluations, including assessing programs, services, policies, and compliance with regulations.
  • At least three years of experience in descriptive statistics, including mean, median, mode, and standard deviation.
  • Three years of experience interpreting laws, regulations, and organizational policies.
  • Six months of experience designing studies, including defining objectives, identifying data sources, and determining collection methods.
  • Six months of experience making recommendations for operational improvements based on analytical findings.
  • Six months of experience in writing narrative reports.
  • Knowledge of inferential statistics, including correlation and variance analysis.
