The Delaware River and Bay Authority is in search of an Information Security Analyst to bolster our administrative operations in New Castle, DE. This role is part of a unionized workforce within a well-established bi-state governmental organization.

I. POSITION SUMMARY

The Information Security Analyst plays a critical role in proactively identifying potential security vulnerabilities that could threaten the operational integrity of the Delaware River and Bay Authority, including its employees, clients, and partners. Reporting directly to the Director of Information Technology Services, this position is tasked with developing a robust data security framework for the Authority's information systems. Key responsibilities encompass the formulation of security protocols, assessing existing systems for weaknesses, and managing responses to cyber incidents effectively. The Analyst will also engage in monitoring for malicious software and hardware, orchestrating penetration tests, conducting security audits of both current and newly integrated systems, advising on internal controls, and performing annual information security risk assessments. Adherence to established safety protocols is essential to ensure the protection of oneself, colleagues, and the public while minimizing potential damage to Authority assets. This role requires availability for on-call duties in the event of a cybersecurity emergency.

II. CORE RESPONSIBILITIES

  • Safeguard information system assets by identifying and addressing potential and actual security threats.
  • Protect systems by defining access rights, control structures, and configuring security solutions effectively.
  • Implement and maintain the Cybersecurity Incident Response Plan to identify and respond to security events promptly.
  • Participate in investigations as part of the Cybersecurity Incident Response Team, ensuring thorough documentation of incidents and response actions.
  • Enhance security measures by evaluating current practices, analyzing trends, and anticipating future needs.
  • Identify security breaches and inefficiencies through regular audits.
  • Upgrade systems by applying and maintaining necessary security controls.
  • Collaborate with vendor support teams for contract renewals and necessary escalations.
  • Ensure that security monitoring solutions effectively track and report security incidents across the environment.
  • Develop custom scripts to streamline logging and alerting processes.
  • Engage in the selection and evaluation of information security solutions.
  • Assist in configuring intrusion detection and prevention systems for effective identification of security threats.
  • Stay informed on industry trends by participating in educational opportunities and professional organizations.
  • Deliver exceptional customer service and professionalism to all stakeholders.

III. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Demonstrated experience in information security, particularly in penetration testing, intrusion detection, incident response, or digital forensics.

IV. EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor's degree in Computer Science, Information Security, or a related field; significant relevant experience may substitute for formal education.
  • Two to five years of experience in Cyber Security is preferred.

V. CERTIFICATIONS AND LICENSES

  • Valid driver's license.
  • Certification such as Certified Information Systems Security Professional (CISSP) or CompTIA Security+ is preferred.

VI. ADDITIONAL REQUIREMENTS

  • Must pass a background check and pre-employment physical and drug screening.
  • All employees are required to have direct deposit for payroll purposes.
  • Availability for 24/7 duty in case of cybersecurity incidents is required.
  • Willingness to travel to various Authority locations as necessary.
