Position Overview

The Human Resources Specialist plays a crucial role in managing the daily operations of the HR department, focusing on employee benefits, wellness initiatives, and compliance with organizational policies.

Key Responsibilities

1. **Benefits Administration**: Distributes comprehensive benefits information, including health, dental, disability, and life insurance options, as well as retirement plans to new hires.
2. **Leave Management**: Oversees various leave programs, ensuring adherence to regulations and effective communication with employees and management regarding procedures.
3. **Open Enrollment Coordination**: Collaborates with the Library's Broker of Record to facilitate annual open enrollment and manage COBRA and retirement orientation sessions.
4. **Policy Development**: Assists in crafting HR policies and responds to inquiries from staff and the public regarding HR-related matters.
5. **Customer Service Excellence**: Provides high-quality service to both internal and external stakeholders, addressing questions about policies, benefits, and leave options.
6. **Meeting Coordination**: Prepares materials for departmental meetings, training sessions, and events.
7. **Compliance Maintenance**: Ensures adherence to federal, state, and local employment laws and best practices.

Compensation Structure

The organization follows a structured salary schedule with incremental increases. The starting hourly wage for this position ranges from $24.93 to $26.48, determined by relevant experience and education while complying with state pay equity regulations.

Qualifications

Minimum Requirements:
- High School Diploma or GED.
- Two years of experience in a clerical role with HR or benefits responsibilities.

Preferred Qualifications:
- Completion of two years of college coursework in Human Resources, Business Administration, or a related field.
- Experience within the public sector.

Special Requirements:
- A criminal background check is mandatory.
- Ability to travel for work-related functions and meetings.
