The State of Montana is seeking to fill the role of a Financial Analyst. This position plays a crucial role in the financial management of the Construction Program, which encompasses budgeting for multiple districts and the Highways & Engineering Division. Responsibilities include assisting in the formulation, proposal, and administration of both division and district budgets and financial strategies; delivering a variety of professional services to achieve fiscal and program objectives related to budgeting, federal aid initiatives, contracts, and the ongoing operations of the construction program. This role is accountable for aiding in the execution and oversight of Program accounting controls in collaboration with the Administration Division, managing project and grant financial data, and undertaking various other assigned tasks. This position reports to the Highways and Engineering Division and does not have direct supervisory responsibilities over other agency staff.

Qualifications

Required Education and Experience:

The necessary knowledge and skills are typically acquired through a combination of education and
  • A bachelor's degree in accounting, Business Administration, or a related discipline.
  • A minimum of 1 year of relevant accounting/auditing experience is required.
  • Experience in governmental accounting is preferred.
  • Alternative qualifications may include any combination of additional related work experience and education equivalent to the minimum requirements.
This agency may utilize a training assignment. Employees in training assignments may receive compensation below the established base pay. Conditions of the training assignment will be communicated in writing at the time of hire.

Knowledge, Skills, and Abilities:
  • Understanding of the principles and practices of governmental accounting and budgeting.
  • Proficient knowledge of governmental accounting, budgeting, and business administration research and analysis techniques.
  • Familiarity with Governmental Accounting, Auditing, and Financial Reporting standards.
  • General awareness of State and Federal regulations related to agency accounting activities.
  • Analytical and logical thinking skills.
  • Ability to conduct research and analysis, reconcile financial data between the state's official accounting system and various agency sub-systems; summarize detailed financial information for management reporting.
  • Competence in presenting information to diverse professional groups.
  • Proficient in Microsoft Excel.
  • Ability to establish and maintain professional working relationships.
  • Effective oral and written communication skills with internal and external stakeholders.
  • Capacity to independently analyze information, make decisions, and generate solutions with general supervision.
  • Aptitude for anticipating potential issues; conflict resolution within a team; data management; trend analysis; situational awareness in a business context.
  • Skills and ability to perform professional responsibilities in accounting, applying ethics, due diligence, and competence in daily tasks.
