Job Overview:

The Financial Planning Specialist is responsible for assisting with professional accounting and fiscal duties for the division, including preparing, organizing, and analyzing subgrantee budgets for federal and state-funded programs. This role assists the Financial Manager and Budget Analyst 2 with SABHRS and Grant Management System Budgets for grant programs, reviews and monitors grant management activities for grant programs administered by the Division, and maintains accounting systems and internal controls for financial operations and grant management.

Key Responsibilities:

  • Prepare and analyze subgrantee budgets for federal and state-funded programs
  • Assist with SABHRS and Grant Management System Budgets for grant programs
  • Review and monitor grant management activities for grant programs administered by the Division
  • Maintain accounting systems and internal controls for financial operations and grant management
  • Provide technical assistance in accounting system design to other state and local agencies

Requirements:

  • Bachelor's degree in accounting, finance, economics, statistics, or related field
  • Other combinations of education or experience may be substituted

Knowledge and Skills:

This position requires knowledge of the concepts, theories, principles, practices, and techniques of budgeting, budget development, fiscal management, and financial accounting, with an emphasis on governmental (state and federal) and nonprofit fund accounting. The Statewide Budgeting and Accounting System, federal rules and regulations relating to grant programs, federal and state statutes, rules, guidelines, and regulations relating to fiscal management, GAAP, and state and federal budgeting and financial reporting requirements are also essential.

The incumbent must have skill in the use of computers and automated accounting systems, research and analysis techniques, and the ability to analyze and interpret fiscal information, present material to groups in an effective manner, and develop working relationships with federal, state, and local governmental agencies, federal and state officials, and representatives of associations.
