Position Overview:

The role of the Budget Analyst involves providing comprehensive financial management services for the agency. This includes budget formulation, allocation, oversight, and training, with a primary emphasis on the agency's capital initiatives and foundational budget programs as directed by the Chief Financial Officer. The analyst will also oversee external funding established outside the legislative framework, ensuring compliance with state and federal statutes and guidelines.

Key Responsibilities:

1. Conduct thorough analyses of budgets for various state special revenue sources, each with distinct statutory restrictions and program requirements, including federal and trust accounts.

2. Manage all miscellaneous funding received from federal, state, and private entities:

  • Prepare and submit all Budget Change Documents (BCDs) to the Office of Budget and Program Planning (OBPP) for all contracts and agreements.
  • Review contracts to ascertain the source of funding and ensure compliance with accounting activities.
  • Utilize OBPP guidelines to establish and manage modified Full-Time Equivalents (FTE).
  • Review budget amendments for inclusion in continuing appropriations.
  • Reconcile agency trust accounts and provide detailed reports to division administrators.

3. Provide backup and support for the department's capital budget:

  • Assist in developing a funding strategy for capital projects, ensuring compliance with statutory restrictions.
  • Collaborate with the assigned Budget Analyst to monitor appropriations and manage spending authority.
  • Coordinate with OBPP to establish capital appropriations.

4. Manage carryforward authority:

  • Calculate annual carryforward authority in accordance with statutes and OBPP guidelines.
  • Utilize the Statewide Accounting, Budgeting, and Human Resource System (SABHRS) to maintain project budgets.

Qualifications:

The ideal candidate will possess a thorough understanding of governmental accounting and budgeting principles, as well as proficiency in Excel and familiarity with relevant federal and state laws. Strong analytical skills, the ability to compile and interpret data, and effective communication skills are essential.

Minimum Requirements:

Typically, the knowledge, skills, and abilities required for this position are acquired through a combination of education and experience equivalent to two years of coursework in business administration, finance, or a related field, along with two years of relevant work experience. Experience with SABHRS is preferred.
