Position Overview:
The Head Start Center Manager is accountable for the comprehensive oversight and administration of the center, ensuring the execution of the objectives outlined in the annual Head Start plan. The Manager will possess knowledge of Texas Minimum Standards for Licensing and will cultivate a supportive, secure, and engaging educational atmosphere.

Key Responsibilities:

  1. Maintain a tranquil and secure classroom and outdoor play area that is developmentally appropriate, fostering an environment where children feel safe and valued, reflecting the diverse cultures of all enrolled children.
  2. Continuously observe children, providing positive reinforcement to enhance self-esteem.
  3. Design lesson plans tailored to meet the physical, social, emotional, and intellectual needs of each child, accommodating varying ability levels and personal interests; review lesson plans from other educators.
  4. Ensure all classroom personnel demonstrate competence in their interactions with children.
  5. Assess the instructional methods of other staff to guarantee adherence to developmentally appropriate practices as per the National Association for the Education of Young Children (NAEYC) and the quality standards of Hill Country Community Action.
  6. Implement consistent classroom routines, including hygiene practices, meal times, and transitions between activities.
  7. Operate the classroom in accordance with all childcare licensing regulations, with particular attention to prohibitions against physical punishment.
  8. Participate in scheduled meetings as required.
  9. Conduct annual performance evaluations for supervised staff and maintain documentation of staff competencies.
  10. Exemplify leadership by promoting teamwork and collaboration among center staff.
  11. Ensure classroom arrangements provide a stimulating, clean, and safe learning environment, in line with NAEYC standards.
  12. Complete Individual Developmental Plans for each child enrolled, maintaining ongoing assessments and records.
  13. Provide a variety of materials and activities to encourage both individual and group play.
  14. Facilitate experiences that promote self-expression through conversation, imaginative play, and creativity.
  15. Incorporate various language stimulation activities.
  16. Encourage thinking skills through activities involving classification, sorting, and problem-solving.
  17. Offer opportunities for children to develop healthy relationships with peers.
  18. Provide consistent opportunities for children to experience success.
  19. Gradually increase the complexity of activities as children grow and develop.
  20. Contribute to center operations by attending staff meetings and sharing insights gained from professional development workshops.

Job Requirements:
Attendance at annual pre-service training is mandatory.

Education:
Associate or Bachelor's degree in Early Childhood Education or a related field. Must meet the qualifications for Director of a licensed childcare facility, typically including 6 college credit hours in business management and 6 college credit hours in child development.

Experience:
A minimum of 2 years of employment in a licensed childcare facility. (For a Bachelor's degree, one year of experience in a licensed childcare facility is required.)

Skills:
Strong leadership, management, and organizational abilities, along with a comprehensive understanding of developmentally appropriate practices. The Center Manager must effectively communicate, develop, and motivate staff to foster a positive work environment. Flexibility and well-developed written, verbal, and interpersonal skills are essential. Ability to conduct training, maintain records, prepare reports, and comprehend instructions is required. Must be adept at organizing and managing workflow and working effectively with individuals from diverse backgrounds.

Other Requirements:
Professional demeanor and attire are expected. Must possess a valid Class C driver's license and reliable transportation with current liability insurance. Compliance with all organizational policies and maintenance of confidentiality and professionalism in all agency operations is required.

Supervisory Responsibilities:
Direct supervision of center staff, including Teachers, Assistants, Classroom Aides, and Mental Health/Disability Aides, while providing guidance to volunteers.

Equipment Used:
Ability to operate computers and standard office equipment such as fax machines, calculators, copiers, and telephones.

Physical Demands:
Engagement with children at their level, which may involve sitting, standing, bending, reaching, and driving. Ability to lift up to 40 pounds and perform tasks requiring manual dexterity.

Mental Demands:
Ability to analyze center operations and make effective decisions under pressure. Must handle diverse work challenges daily and demonstrate personal maturity.

Working Conditions:
May require occasional work outside of standard hours or travel for meetings and training.
