Job Summary

A Prentice Ray & Associates LLC is seeking a highly skilled Procurement Specialist II to join our team. As a key member of our procurement department, you will be responsible for managing the entire procurement process, from initial request to contract closeout.

Key Responsibilities
  • Process purchase requests through electronic ordering systems, ensuring timely and accurate processing.
  • Perform funding realignments and administer incremental funding, maintaining compliance with regulatory requirements.
  • Review and/or draft Statements of Work, Independent Government Cost Estimates, and Justifications and Approvals for Sole Source requisitions, ensuring accuracy and completeness.
  • Interface with Government Technical Monitors, Contracting Officer's Representatives, and Contracting Officers, fostering strong relationships and ensuring effective communication.
  • Perform market research, obtain/verify funds certification for purchase requests, and administer de-obligation or de-commitment of funds, maintaining a high level of accuracy and attention to detail.
  • Electronically search for contract history and status, ensuring up-to-date information and compliance with regulatory requirements.
  • Contract file creation and maintenance, proper file management, and monitoring contract and/or contract option expiration and other timeframes, advising GTMs and CORs accordingly.
  • Communicate effectively with all parties, both orally and in writing, including email and other forms of correspondence.
  • Create VARs for Department of State building access, ensuring compliance with regulatory requirements.
  • Perform other PS duties, as assigned, demonstrating flexibility and a willingness to adapt to changing priorities.
Requirements
  • Five or more years of primary contracting activity, with a strong understanding of procurement regulations and procedures.
  • Facility Clearance Level II (or DAIWA equivalent) certification, demonstrating a high level of expertise and knowledge.
  • Experience in reviewing and drafting Statements of Work and determining appropriate application, ensuring accuracy and completeness.
  • Experience in reviewing and drafting Independent Government Cost Estimates and determining appropriate application, ensuring accuracy and completeness.
  • Experience in drafting and/or reviewing Justifications and Approvals for Sole Source Selection and determining appropriate application, ensuring accuracy and completeness.
  • Able to work under pressure with a team, demonstrating strong communication and interpersonal skills.
  • Proficient in the use of Microsoft Office and Excel, with a strong understanding of data analysis and reporting.
  • Proficient in the use of ILMS Ariba or a similar electronic ordering system, ensuring timely and accurate processing.
  • Excellent communication skills, both oral and written, including email and other forms of correspondence.
  • Excellent analytical skills, with a strong ability to analyze data and make informed decisions.
  • Able to learn and process Visit Authorization Requests for Department of State building access, ensuring compliance with regulatory requirements.
  • Contract file creation and management skills, with a strong understanding of contract administration and compliance.
  • Strong familiarity with purchase requests created by program offices, ensuring accuracy and completeness.
  • Working knowledge of FAR and DOSAR, with a strong understanding of procurement regulations and procedures.
  • Knowledge of Procurement Information Bulletins, a plus.
  • Working knowledge of Blanket Purchase Agreements, Government Wide Acquisition Contracts, and other Acquisition types, ensuring accuracy and completeness.
