Overview:

The Security Manager plays a crucial role in guiding personnel, management, and staff on all facets of governmental security mandates while ensuring that essential physical security standards are upheld across operational sites. This position entails providing insights regarding security considerations for new initiatives and business ventures, as well as coordinating security-related functions at remote locations. Responsibilities will encompass both Facility Security Officer (FSO) and Contractor Special Security Officer (CSSO) duties.

Key Responsibilities:

  • Assist personnel in completing security clearance documentation via the Electronic Questionnaires for Investigations Processing (e-QIP) system to guarantee adherence and facilitate processing for submission to the appropriate authorities.
  • Coordinate personnel security clearance prerequisites with the Defense Security Service.
  • Manage additional security protocols, including Polygraphs, National Agency Checks, and Counterintelligence Screening.
  • Oversee SCI personnel security clearance requirements in collaboration with various governmental clients, based on contract stipulations.
  • Act as the Information System Security Officer (ISSO) for automated systems handling classified data.
  • Develop and maintain the Automated Information System Security Plans (AISSP) while ensuring compliance with governmental operational standards.
  • Maintain a comprehensive database of all authorized personnel.
  • Keep a personnel security file for all authorized individuals.
  • Process incoming and outgoing Visit Requests for classified engagements.
  • Establish and manage the daily operations of the Sensitive Compartmented Information Facility (SCIF).
  • Serve as the primary contact for all alarm activations within the headquarters facility.
  • Ensure accountability for all classified documents entering or leaving the facility.
  • Provide courier authorizations and briefings as necessary.
  • Prepare DD Forms 254 for subcontractors and interpret the requirements outlined in DD Forms 254 related to contract efforts.
  • Issue Security ID badges for identification purposes as required by contractual obligations.
  • Prepare reports and notifications to relevant governmental agencies as mandated by applicable regulations.
  • Keep senior management informed of any security vulnerabilities or potential issues.
  • Coordinate all security requirements with relevant governmental bodies and liaise with their security personnel to facilitate the processing of requested actions.
  • Supervise off-site facilities to ensure adherence to security regulations.
  • FSO - Oversee corporate compliance with the National Industrial Security Program (NISP) in accordance with the Department of Defense National Industrial Security Program Operating Manual (NISPOM) and specific contractual obligations as detailed on contract DD 254 forms.
  • CSSO - Manage corporate compliance with all aspects of the Sensitive Compartmented Information (SCI) Program as per Department of Defense Directive M-1 and relevant customer regulations.
  • Lead and manage supporting staff.
  • Responsible for the overall direction, coordination, and evaluation of the supporting team.
  • Execute supervisory responsibilities in accordance with Chenega policies and applicable laws.
  • Perform other duties as assigned.

Minimum Qualifications:

  • Associate degree in any field of study.
  • 10+ years of cumulative experience in a corporate environment related to government contracting and security.
  • Top Secret clearance required with eligibility for SCI access.

Knowledge, Skills, and Abilities:

  • Comprehensive understanding of NISPOM and SCI Administrative Security Manual.
  • Familiarity with Automated Information System Processing requirements for both collateral and SCI systems.
  • Practical experience in managing secure facilities (TS and below) through the Defense Security Service and SCIF management under any governmental agency.
  • Proficient in Microsoft Office applications, including Outlook and SharePoint.
