Security Operations Manager

Overview:

The Security Operations Manager will deliver comprehensive industrial security assistance, ensuring adherence to government security protocols and maintaining essential physical security standards for operational sites.


Key Responsibilities:

Facilitate employees in completing security clearance documentation through the Electronic Questionnaires for Investigations Processing (e-QIP) and Secure Web Fingerprint Transmission (SWFT) systems, ensuring compliance and efficient processing for government submission.

Act as the primary point of contact for the Defense Information System for Security (DISS) and the Army Centralized Contracts and Security portal (ACCS).

Comfortably execute DISS responsibilities, including initiating Personnel Security Investigations (PSI), generating PR Reports, managing employee and consultant processing, handling visit requests, and interpreting eligibility summaries for security verification.

In ACCS, manage the submission of New SCI Access requests, New Visit requests, and transfer status requests.

Coordinate collateral personnel security clearance requirements with the Defense Counterintelligence and Security Agency (DCSA).

Oversee additional security needs such as Special Accesses, polygraphs, Common Access Card (CAC) issuance, badge requests/renewals, special access nominations, indoctrinations, debriefings, and Counterintelligence pre-screening.

This role involves collaboration with government entities, subcontractors, Program Managers, and candidates to monitor progress and collect necessary documentation.

Review prime contract DD254 for compliance and prepare subcontract DD254 as needed.

Process incoming and outgoing Visit Requests for classified and uncleared visits.

Maintain a comprehensive database of cleared personnel, classified contracts, active consultants, subcontracting firms, and issued badges. Ensure personnel security files for cleared employees and consultants are current.

Utilize various Department of Defense databases/systems related to security processing (e.g., Access Commander, e-QIP, DISS, NISS).

Respond as the on-call representative for all alarm activations within the facilities.

Maintain accountability for classified documents entering or leaving the facility.

Provide courier authorizations and briefings as necessary.

Prepare reports and notifications to relevant government agencies as mandated by regulations.

Conduct Company Self Inspection Reviews and upload completed inspections to NISS.

Keep senior management informed of any security vulnerabilities or potential issues.

Coordinate all security needs with relevant government agencies and engage with their security personnel to ensure timely processing of requested actions.

Serve as the Information System Security Manager (ISSM) for automated information systems handling classified data.

Assist in preparing Automated Information Systems by adhering to the Risk Management Framework (RMF) and maintaining compliance with government-specified operational standards.

Perform other assigned duties as necessary.


Minimum Qualifications:
High school diploma required.
2+ years of college education preferred.
4+ years of combined security-related experience at the corporate level of a government contractor and government (civilian or military) security, ideally involving interaction with various government agencies in both collateral and SCI environments.
Additional relevant experience may substitute for formal education.
FSO Program Management Training for Possessing Facility.
Valid driver's license required.
Top Secret clearance with the capability to obtain an SCI.

Knowledge, Skills, and Abilities:
Ability to manage multiple tasks in a fast-paced environment and meet deadlines requiring quick turnaround.
Proficient in maintaining automated information systems.
25% travel may be necessary.
Experience with standard office software applications (word processing, spreadsheets, databases, email), such as Microsoft Office.
Experience managing multiple concurrent workflows and meeting competing deadlines that may require quick turnaround.
Practical experience in managing secure facilities (TS and below) under DCSA guidelines.
Experience with DISS and NISS.
Experience with ACCS is preferred.
