Job Overview

MDW Associates is actively seeking a skilled Program Manager to oversee the daily operations of a significant contract that supports the Office of the Assistant to the Secretary of Defense for Privacy, Civil Liberties, and Transparency (OATSD(PCLT)). The role is essential in providing comprehensive support services to various directorates within the OATSD(PCLT).

Key Responsibilities:

  • Lead and manage the Defense for Privacy, Civil Liberties, and Transparency Division, ensuring optimal contract performance.
  • Exhibit expertise in standards and practices relevant to the OATSD PCLT mission.
  • Direct cross-functional teams, ensuring adherence to established procedures and timely project deliverables.
  • Formulate and implement effective methods and procedures for program execution.
  • Develop and maintain detailed project plans to track progress and outcomes.
  • Ensure comprehensive documentation of all project-related activities.
  • Maintain proactive engagement with all stakeholders, demonstrating professionalism in all business interactions.
  • Assist with contract operations when not directly involved in program management tasks.

Required Qualifications:

  • Experience within the Department of Defense or other federal agencies, particularly in regulatory, privacy, civil liberties, or FOIA programs.
  • Strong managerial, technical, and business acumen related to DoD systems and programs.
  • Proven leadership capabilities in addressing complex challenges involving substantial resources.
  • Strategic thinker with the ability to devise and implement plans for major defense operations.
  • Exceptional communication skills, particularly with senior leadership.

Education and Experience:

  • A Bachelor's degree or higher is required, along with a minimum of twelve (12) years of relevant experience in the DoD, leading diverse support teams.
  • PMP certification (or equivalent) and at least one (1) year of experience in accordance with the Project Management Body of Knowledge (PMBOK) are mandatory.
  • Experience in managing DoD contracts is preferred.

Security Clearance:

  • Applicants must possess an Active US Security Clearance (Top Secret with SCI Eligibility).
