Job Overview

MDW Associates is in search of a highly skilled Program Manager to oversee the daily operations of a critical contract supporting the Office of the Assistant to the Secretary of Defense for Privacy, Civil Liberties, and Transparency (OATSD(PCLT)). The role involves providing comprehensive support services to various directorates within the OATSD(PCLT). The ideal candidate will possess a strong understanding of the Department of Defense (DoD) environment and its operational dynamics.

Key Responsibilities:

  • Lead and manage support for the Division of Privacy, Civil Liberties, and Transparency within OATSD(PCLT), ensuring optimal contract performance.
  • Exhibit expertise in the standards and practices relevant to the OATSD PCLT mission.
  • Guide cross-functional teams, ensuring adherence to established procedures and timely delivery of project outcomes as outlined in the Performance Work Statement.
  • Design and implement effective methods and procedures for program execution.
  • Develop comprehensive project plans to track and assess progress.
  • Maintain thorough documentation for all project activities.
  • Proactively manage assigned tasks and maintain professional interactions with all stakeholders.
  • Assist in contract operations as needed outside of primary Program Management duties.

Required Qualifications:

  • Experience in the DoD or federal agencies, or as a contractor supporting such entities, particularly in regulatory, privacy, civil liberties, or FOIA programs.
  • Extensive knowledge and experience in managerial, technical, and business aspects related to DoD systems and programs.
  • Demonstrated capability to lead teams and resolve complex challenges involving significant resources.
  • Strategic thinker with the ability to formulate plans for major defense operations.
  • Strong communication skills, particularly in engaging with senior leadership.

Educational Background and Experience:

  • A Bachelor's degree or higher is required, along with a minimum of twelve (12) years of experience in the DoD, leading diverse support teams.
  • PMP certification (or equivalent) is mandatory, along with at least one (1) year of experience in accordance with the Project Management Body of Knowledge (PMBOK).
  • Prior experience managing DoD contracts is preferred.

Security Clearance:

  • Applicants must possess an Active US Security Clearance (Top Secret with SCI Eligibility).
