Position Overview

QinetiQ is in search of a Senior Program Manager to deliver high-level program and project management assistance to the office of the USD(R&E) Assistant Secretary of Defense (ASD) for Mission Capabilities (MC). This role will directly support the SES III level Principal Deputy (PD) for the PDASD for MC by offering guidance and counsel on both internal and external matters pertinent to the organization, particularly concerning the FYDP budget and Congressional budget documentation. The selected candidate will provide senior-level direction and action officer support to the PD by developing and maintaining deliverables that facilitate management decision-making, strategy formulation, initiative identification, action tracking, meeting and workshop organization, and international collaborations. The ideal candidate must excel in interfacing, communicating, and collaborating with government personnel at all levels, including both civilian and military staff.

Key Responsibilities

  • Act as a strategic consultant to the PD, offering oversight and recommendations on ASD MC projects and initiatives and their integration within the broader R&E organization.
  • Proactively engage with other R&E personnel on behalf of the PD regarding key projects and initiatives that require additional focus and support.
  • Serve as a trusted advisor and action officer, providing actionable insights to senior officials within R&E; facilitate coordination and collaboration within the PDASD for MC and other internal and external stakeholders.
  • Assist in conveying sensitive information with both tact and actionable impact through various formats, including reports, presentations, and position papers.
  • Support the definition of work requirements and project plans, determining how senior leaders should engage to ensure the success of relevant projects and initiatives.
  • Act as the primary project lead for long-term engagements and associated special projects.
  • Review and develop Congressional budget documentation as necessary.

Required Qualifications

  • Bachelor's Degree
  • 10 years of relevant experience
  • Top Secret clearance with the ability to obtain and maintain a Sensitive Compartmented Information (SCI) clearance
  • Experience within the Department of Defense or Intelligence community

Preferred Qualifications

  • Top Secret/Sensitive Compartmented Information (TS/SCI) clearance preferred
  • Experience in project management, operational management, strategy development, communication, and executive decision support.
  • Proven ability to manage multiple concurrent projects and tasks while delivering high-quality outcomes.
  • Capability to assess urgent work assignments and swiftly determine optimal courses of action.
  • Experience within the Office of the Secretary of Defense, particularly the Office of the Undersecretary of Defense for Research and Engineering, Joint or DoD staffs, preferably with Plans or Operations backgrounds (G/J-3/5/7).
