Position Overview
Liquid Robotics is in search of a Program Manager for Technical Projects to oversee and implement the development of innovative products, as well as support hardware and software initiatives related to our leading Unmanned Surface Vehicle, the Wave Glider.

The Program Manager will play a pivotal role in ensuring the success of new offerings and services by effectively planning and executing development projects. This includes managing projects through our Product Life Cycle (PLC) framework and collaborating closely with our Engineering team to deliver transformative solutions across Defense, Commercial, and Scientific sectors.

Key Responsibilities
- Collaborate with various functional teams, including Business Development, Program Management, and Executive Leadership, to ensure the technical solution is designed, procured, built, tested, and delivered according to project specifications.
- Identify, manage, and monitor project costs, schedules, and deliverables, addressing cross-functional interdependencies, issues, risks, and opportunities (RIO) promptly.
- Lead the technical team in making informed technical decisions and guide the engineering approach to ensure manufacturability of the solution.
- Coordinate resources to ensure teams are adequately staffed, workloads are balanced, and shared resources are utilized efficiently.
- Manage relationships with customers (internal) and/or subcontractors involved in the project.
- Oversee the entire Product Life-Cycle (PLC) from conception to release.
- Conduct weekly project meetings with cross-functional teams, including program management, engineering, quality, manufacturing, and customer support.
- Present bi-weekly and periodic project status updates to key stakeholders, both internally and externally.
- Ensure oversight for change control and escalation processes.
- Manage multiple concurrent product releases/projects.
- Contribute to the development and implementation of project management best practices.

Key Results
- Maintain a resource-loaded schedule that includes technical tasks, key milestones, and staffing requirements.
- Identify and characterize RIO for the project, outlining steps (including budget) to address each.
- Ensure the technical solution remains within 10% of schedule and budget, as measured via SPI and CPI (between 0.9 and 1.1).

Desired Qualifications
- 8+ years of experience in project management and product development within ocean technology, aerospace, or defense sectors.
- Bachelor’s degree in Engineering or Computer Science.
- Proven ability to manage multiple concurrent projects, with experience in Agile frameworks preferred; SAFe experience is a plus.
- Demonstrated leadership skills with the ability to manage cross-departmental and cross-level teams.
- Strong presentation and communication skills across all organizational levels, including senior management.
- Excellent organizational and problem-solving abilities, capable of adapting to changing needs and priorities.
- Ability to thrive in a fast-paced, team-oriented environment.
- Data-driven and results-oriented mindset.
- Proficiency in project management tools and PMI/PMP Certification or equivalent is advantageous.
- Experience with unmanned systems is a plus.
- Must be a US Person.
- Active security clearance is a plus.
