Senior Program Analyst - Financial Operations

This position operates in a hybrid model, requiring 1 day in the office and 4 days of remote work, subject to change based on operational needs.

The Texas Department of Aging & Disability Services (DADS) seeks a highly skilled individual to fulfill the role of Senior Program Analyst focusing on Financial Operations.

DADS is committed to providing quality, cost-effective services to the community. This role plays a vital part in achieving DADS's mission by conducting advanced financial analysis and regulatory oversight.

Key responsibilities include reviewing, analyzing, and interpreting financial data, preparing comprehensive reports, addressing inquiries, and recommending appropriate actions to resolve financial and regulatory issues.

This position reports to the Senior Financial Analyst and does not have supervisory responsibilities. The role operates under general supervision with significant latitude for initiative and independent judgment.

This position is part of the Financial Reporting and Audit Coordination unit.

This role provides support for the recovery of acute care, Fee for Service (FFS) Medicaid Provider overpayments.

This includes overseeing financial and operational processes related to the recovery of overpayments and managing escalation cases.

This position regularly collaborates with various state and federal personnel and vendors, including representatives from DADS Accounting, Medicare-Medicaid Plans, Centers for Medicare & Medicaid Services, Office of the Attorney General, Office of the Inspector General, DADS Legal, and other Medicaid and CHIP Services divisions.

This role also supports the Medicare-Medicaid Dual Demonstration program by reviewing, monitoring, and analyzing all aspects of financial reporting for contracted Medicare-Medicaid Plans.

This position conducts thorough validation and reconciliation of self-reported data from MMPs.

1.Financial Analyst for Accounts Receivable processes (60%)

  • Develops and implements effective strategies to ensure Medicaid provider overpayments are accurately recorded, reported, monitored, and collected in compliance with contractual agreements, state and federal regulations, and sound business practices. Ensures adherence to established procedures, requirements, laws, and regulations; verifies data completeness; and ensures proper documentation.
  • Collaborates with various agencies such as the Office of Inspector General, the Office of Attorney General, other departments within DADS, and external stakeholders in the recovery process, ensuring that all needs related to accounts receivable recovery and monitoring are addressed.
  • Collects, organizes, analyzes, and prepares materials in response to requests for information and reports by internal and external stakeholders, including leadership, regarding the status of outstanding and collected accounts receivable. Assists with special projects related to accounts receivable activities to address legislative, litigation, and special reporting needs. May be required to present information to various stakeholders.
  • Develops and implements process improvements to meet state agency needs related to accounts receivable monitoring. Establishes policies and procedures for accounts receivable and contract monitoring activities.
2.Financial Analyst for Medicare-Medicaid Dual Demonstration Program (30%)

  • Conducts financial reviews and reconciliations of reports submitted by contracted vendors.
  • Develops, explains, and coordinates financial and compliance aspects of the program. Implements evaluation techniques for program activities and identifies necessary changes.
  • Creates policies, procedures, and guidelines; monitors compliance to ensure vendors meet contractual and regulatory requirements.
3.Special projects, research, analysis, reports, and ad hoc financial assignments (10%)

  • Assists the Senior Financial Analyst as needed and may perform other related duties as assigned.
Job functions may evolve or change as necessary. Tasks will vary significantly with respect to contract transitions, amendments, legislative mandates, and other factors. May plan, assign, and/or supervise the work of others.

  • Ability to work collaboratively across DADS to achieve objectives.
  • Strong attention to detail and the capacity to implement creative solutions to challenges.
  • Able to balance team and individual responsibilities effectively.
  • Knowledge of financial and accounting terminology and practices, along with strong problem-solving and analytical skills.
  • Familiarity with state and federal regulations related to Medicaid and CHIP Programs is advantageous. Experience in researching and interpreting rules and regulations, particularly regarding contracts, policies, and procedures, is beneficial.
  • Ability to work independently with minimal supervision, take ownership of projects and processes, learn autonomously, and maintain accuracy and thoroughness.
  • Strong communication skills, both written and verbal. Proficiency in PC software, particularly MS Excel, Outlook, and Word. Experience with MCATS, PEMS, PPM, CRM, and OnBase is a plus.
