Job Overview:

Senior Program Analyst

The Senior Program Analyst is responsible for conducting comprehensive data evaluations and research activities, operating under the guidance of the Director of Data Services within the Decision Support Services (DSS) of the Behavioral Health Services (BHS) Division.

This role involves delivering data-driven consultative support and technical guidance to Program and Contractor Services, alongside collaborating with various sections, providers, and stakeholders within the organization.

Key responsibilities include calculating and reporting on performance metrics, establishing relevant targets, and generating system documentation, specifications, SAS programming, and data files pertinent to community mental health and substance use services. The analyst also represents DSS in various committees, workgroups, and projects to fulfill data analysis requirements. Additional responsibilities may be assigned as necessary.

CR1. Plans, develops, and executes projects related to statistical analysis and data interpretation. 40%

Required Knowledge, Skills, and Abilities:

Proficiency and experience with data systems and warehouses, along with the capability to manage large datasets; comprehensive knowledge of statistical software.

Familiarity with evaluation and performance measurement methodologies for programs and policies.
Understanding of health or public service delivery frameworks. Strong verbal communication skills, including the ability to prepare and present complex data analyses effectively.
Expertise in project management for intricate projects that span multiple divisions, agencies, and business lines. Capacity to plan and oversee large, multifaceted projects. Ability to collaborate with others to manage competing deadlines.
Capability to maintain a professional demeanor in high-pressure situations.
