Position Overview:

The Program Specialist plays a crucial role in delivering social service support to tenants. This includes conducting tenant briefings on available resources, managing tenant relationships, reviewing applications, assessing eligibility criteria, and providing documentation assistance along with other related services.

Responsibilities are guided by federal, state, and organizational regulations, requiring meticulous attention to detail in data management and documentation. Strong interpersonal skills and proficiency in various office technologies are essential. Bilingual candidates are preferred.

Key Responsibilities:
  • Assess and process tenant applications to confirm eligibility for program involvement. Organize and facilitate educational briefings for applicants. Monitor applications for ongoing program eligibility. Maintain accurate records in compliance with fair housing regulations.
  • Issue vouchers to clients and evaluate their progress, providing additional support as necessary. Maintain open communication with landlords and property owners to compile a list of available housing options.
  • Support prospective tenants in their search for rental housing through personalized assistance and counseling. Coordinate on-site inspections of rental units, prepare necessary reports, and follow up on any required repairs before occupancy. Address tenant or landlord grievances and facilitate hearings if issues remain unresolved.
  • Calculate rent based on tenant income and verify against lease agreements. Provide oral and written reports as needed. Process terminations for tenants who no longer meet eligibility criteria.
  • Act as a witness for the signing of legal documents when required.

Perform additional related duties as assigned by the supervisor.

Qualifications:

Possess a comprehensive understanding of specialized or technical fields, particularly in social program services, alongside a solid grasp of fundamental theories.

Education equivalent to high school, supplemented by specialized training equivalent to two years of college.

A minimum of three months to a year of progressive experience in a related field is required.

The role involves diverse responsibilities requiring extensive knowledge of social services and the application of various procedures.

Judgment is necessary for analyzing facts and circumstances surrounding individual cases and determining appropriate actions within established guidelines.

Work is conducted under general supervision, with the ability to independently manage regular tasks while referring complex cases to management.

Potential impacts on work quality can be significant, leading to issues such as improper costs, incorrect charges, and customer dissatisfaction.

Regular interactions with reporting staff and other departments are expected, requiring tact and diplomacy to foster cooperation and avoid conflicts.

Confidential information handling is part of the role, including sensitive data related to processes, personnel records, and financial information.

The nature of the work demands normal mental and visual attention, alongside manual coordination, in a typical office environment.
