Position Overview:
The Program Specialist plays a crucial role in delivering social service support to tenants, focusing on housing assistance. Responsibilities include conducting tenant briefings on available services, managing tenant relationships, reviewing applications, and ensuring compliance with eligibility criteria and documentation requirements.
This position requires adherence to federal, state, and organizational regulations, alongside established procedures and practices. Attention to detail, effective communication skills, and proficiency in various office technologies are essential. Bilingual candidates are preferred.
Key Responsibilities:- Evaluate and process tenant applications to confirm eligibility for program participation. Organize and facilitate educational briefings for tenants. Monitor applications for ongoing program eligibility and maintain accurate records in alignment with fair housing standards.
- Issue vouchers to clients and assess their progress, providing additional support as necessary. Maintain open communication with landlords and property owners to compile a list of available housing options.
- Assist potential tenants in their search for rental properties, offering personal guidance and counseling. Coordinate on-site inspections of housing units, prepare reports, and follow up on necessary repairs before occupancy. Address tenant or landlord complaints and facilitate hearings when issues cannot be resolved.
- Calculate rent based on tenant income and verify against lease agreements. Prepare oral and written reports as needed. Terminate participation for tenants who no longer meet eligibility criteria.
- Act as a witness in the signing of legal documents when required.
Perform additional related duties as assigned by the supervisor.
Qualifications:A comprehensive understanding of social program services is required, alongside the application of fundamental theories. Candidates should possess a high school diploma and additional specialized training equivalent to two years of college education.
Experience ranging from three months to one year in progressively responsible roles is preferred, demonstrating a diverse skill set within the social services sector and familiarity with a variety of procedures.
Judgment is essential in analyzing facts and circumstances surrounding individual cases, determining appropriate actions within established practices. The role operates under general supervision, handling routine tasks independently while referring complex cases to management.
Potential impacts of work quality may include financial inaccuracies, service delays, and diminished departmental credibility. Regular interactions with staff and other departments are necessary to exchange information and address sensitive issues, requiring tact and cooperation.
Confidential information, including service costs and personnel records, will be handled, necessitating discretion due to potential internal and external implications.
