Position Overview:
The Program Specialist is responsible for a range of social service tasks aimed at supporting tenants. This includes conducting briefings on available services, managing tenant relationships, reviewing applications, assessing eligibility criteria, and providing documentation and related services to tenants.
The role requires adherence to federal, state, and organizational regulations, along with established procedures and practices. Attention to detail in data management and documentation is essential, as well as effective interpersonal skills and proficiency in various office technologies.
Key Responsibilities:
- Evaluate and process tenant applications to confirm eligibility for program participation. Organize and facilitate educational briefings. Review applications for ongoing program eligibility and maintain records in compliance with fair housing standards.
- Issue vouchers to clients and assess their progress, determining if additional assistance is necessary. Maintain open communication with landlords and property owners to compile a list of available housing options.
- Provide personal assistance and counseling to prospective tenants in their search for rental housing. Coordinate on-site inspections of housing units, prepare necessary reports, and follow up on any required repairs before occupancy. Address tenant or landlord complaints and arrange hearings when issues cannot be resolved.
- Calculate rent based on tenant income and verify against lease agreements. Prepare oral and written reports as needed. Terminate participation for tenants who no longer meet eligibility criteria.
- Act as a witness in the signing of legal documents when required.
Perform additional duties as assigned by the supervisor.
Qualifications:
Possess a comprehensive understanding of specialized or technical fields related to social program services, including a solid grasp of basic theories. Educational background should be equivalent to high school plus additional specialized training equivalent to two years of college.
Experience should range from three months to twelve months of progressive learning in a relevant field.
This role involves diverse responsibilities requiring in-depth knowledge of social services and the application of various procedures. It necessitates sound judgment in analyzing facts and circumstances related to individual cases and determining appropriate actions within established guidelines.
Under general supervision, the specialist will perform regular duties, referring complex cases to the manager or other designated personnel.
The potential impact of work quality is significant, with possible repercussions including financial discrepancies, delays in processes, and diminished service delivery, which could affect the department's credibility and client satisfaction.
Regular interaction with reporting staff and other departments is required to gather or provide information, often involving sensitive topics that necessitate tact and diplomacy to foster cooperation.
This position may involve handling confidential information, including costs, personnel records, and individual compensation details, which, if disclosed, could have serious internal implications.
The nature of the work requires sustained mental and visual focus, alongside manual coordination, under typical office conditions.
