The CCS Administrator plays a crucial role in overseeing the planning, direction, and coordination of the JFS CCS programs. This position ensures that all record-keeping and file management practices align with federal, state, and local regulations, maintaining compliance with relevant laws and policies. The Administrator is also tasked with enhancing the JFS CCS programs through strategic marketing initiatives, quality assurance protocols, productivity monitoring, and data analysis to achieve clear project management goals under the guidance of the Director of Social Services.

Key Responsibilities

  • Lead program staff by providing training, setting work assignments, and establishing performance objectives while conducting staff evaluations and managing recruitment processes.
  • Oversee the credentialing status of CCS personnel to ensure adherence to service contracts and regulatory standards.
  • Uphold consumer confidentiality across all levels and types of service.
  • Act as the representative for JFS and the CCS program to various stakeholders, including community organizations, funding bodies, and regulatory agencies, facilitating communication between all parties.
  • Ensure compliance with all documentation and reporting requirements as stipulated in contracts and agreements.
  • Serve as a CCS Mental Health/Substance Abuse Professional in the absence of staff for consultations.
  • Manage and maintain database systems and consumer records in accordance with county, state, and federal regulations.
  • Evaluate billing eligibility for CCS consumers to ensure compliance with Medicaid standards.
  • Implement and assess all DHHS, CARS, and CCS policies as per DHS 36 statute.

General Requirements

  • Possess a valid driver's license and reliable transportation, along with appropriate insurance coverage.
  • Demonstrate knowledge of or willingness to learn about Jewish culture and traditions relevant to the Agency's clientele.
  • Be open to additional responsibilities as assigned.
  • Pass a criminal background check and caregiver background check as required by state regulations.
  • Provide documentation of immunizations and screenings, including Tuberculosis, Flu, Measles, Mumps, Rubella, and Varicella.
  • Hold a Master's Degree in Clinical Psychology, Counseling, or Social Work, with a preference for candidates with extensive clinical experience.
  • Complete 3000 hours of supervised clinical practice, primarily with clients facing mental health or substance use challenges.
  • Maintain a valid Wisconsin license from the appropriate Examining Board and be in good standing.
  • Meet the qualifications of a CCS Mental Health Professional as defined in WI Chapter DHS.
  • Possess credentials as a Substance Abuse Professional, with preference given to those with SAC credentials.
  • Have a minimum of 2 years of case management experience, particularly with CCS.
  • Demonstrate at least 1 year of supervisory experience in case management.
  • Exhibit proficiency in various case management systems and demonstrate strong leadership capabilities.
  • Possess excellent communication, organizational, and problem-solving skills.
  • Show cultural competency and the ability to work effectively with diverse populations.
  • Familiarity with Electronic Health Record (EHR) systems is advantageous.
  • Be proficient in computer applications, including Microsoft Office and service provider documentation systems.
