CCS Program Administrator

The CCS Program Administrator plays a crucial role in overseeing the planning, direction, and coordination of the JFS CCS initiatives. This position is vital for ensuring that all records and files are meticulously prepared and maintained in accordance with federal, state, and local regulations, as well as internal policies.

Key Responsibilities

  • Lead and manage program staff, providing necessary training and orientation, setting work assignments, and conducting performance evaluations; actively participate in the recruitment and hiring process.
  • Ensure that the credentialing status of CCS personnel is maintained and monitored to comply with service contracts and regulations.
  • Safeguard consumer confidentiality at all levels and in all forms.
  • Act as the representative for JFS and the CCS program to various stakeholders, including community organizations, funding sources, and regulatory agencies, serving as a liaison among these entities.
  • Guarantee adherence to all documentation, reporting, and service delivery requirements as stipulated in relevant contracts and agreements.
  • Serve as a CCS Mental Health/Substance Abuse Professional in the absence of available staff for consultations.
  • Oversee the management of database systems and consumer records, ensuring compliance with applicable county, state, and federal regulations.
  • Monitor billing eligibility for all CCS clients to align with Medicaid standards.
  • Evaluate and implement all policies related to DHHS, CARS, and CCS as mandated by DHS 36 statute.

General Qualifications

  • Possession of a valid driver's license and reliable transportation, along with automobile insurance throughout employment.
  • Willingness to learn about and understand Jewish culture and traditions as they relate to the Agency's population.
  • Acceptance of additional duties as assigned.
  • Successful completion of a criminal background check with the Wisconsin Department of Justice and caregiver background checks with relevant state departments.
  • Documentation of immunizations and screenings for Tuberculosis, Flu, Measles, Mumps, Rubella, and Varicella (Chicken Pox).
  • A Master's Degree in Clinical Psychology, School or Educational Psychology, Counseling and Guidance, Counseling Psychology, or Social Work is preferred.
  • Completion of 3000 hours of supervised clinical experience primarily involving clients with mental health or substance use disorders.
  • Possession of a valid Wisconsin license from one of the following boards: Social Work (preferred), Marriage and Family Therapy, or Professional Counselors (LCSW, LMFT, LPC), in good standing.
  • Fulfillment of the CCS Mental Health Professional requirements as outlined in WI Chapter DHS b) (1) and (3).
  • Meeting the qualifications of a Substance Abuse Professional as described in WI Chapter DHS b) (1) and (3); SAC credentials are preferred.
  • Minimum of 2 years of case management experience with adults and/or youth; CCS experience is advantageous.
  • At least 1 year of supervisory experience in case management with demonstrated responsibility.
  • Familiarity with various case management systems (TCM, CSP, Wraparound Milwaukee, My Choice Family Care, etc.) is preferred.
  • Exemplary leadership skills and the ability to maintain high professional standards for oneself and staff.
  • Strong interpersonal, organizational, critical thinking, problem-solving, and independent thinking abilities.
  • Excellent verbal and written communication skills.
  • Demonstrated clinical and cultural competency necessary for fulfilling job responsibilities.
  • Ability to effectively engage with consumers, agency staff, and community professionals within a collaborative framework.
  • Knowledge of CCS and community resources and services.
  • Familiarity with Electronic Health Record (EHR) management systems.
  • Proficiency in computer applications, including Microsoft Office and service provider documentation systems.
