The CCS Program Administrator plays a crucial role in overseeing the planning, management, and coordination of the JFS CCS initiatives. This position ensures that all record-keeping and documentation processes comply with applicable federal, state, and local regulations, as well as organizational policies. The Administrator will also be responsible for the strategic growth and enhancement of the CCS programs through effective marketing strategies, quality assurance, productivity monitoring, and comprehensive data analysis to achieve clear project management goals under the guidance of the Director of Social Services.

Key Responsibilities

  • Supervise and mentor program staff, providing necessary training and orientation, planning work assignments, setting performance objectives, and conducting performance evaluations; actively participate in the recruitment and selection of new employees.
  • Ensure that the credentialing status of CCS personnel is maintained and monitored to uphold compliance with service contracts and relevant regulations.
  • Safeguard consumer confidentiality at all levels and in all forms.
  • Act as a representative of JFS and the CCS program to various stakeholders, including community organizations, funding bodies, regulatory agencies, and professional entities. Serve as a liaison among contracting agencies, other organizations, and JFS.
  • Ensure adherence to all documentation, reporting, and service delivery obligations as outlined in contracts and agreements.
  • Provide consultation as a CCS Mental Health/Substance Abuse Professional in the absence of available staff.
  • Oversee the management of database systems and consumer records, ensuring compliance with county, state, and federal standards.
  • Evaluate billing eligibility for all CCS clients to maintain compliance with Medicaid requirements.
  • Implement and assess all DHHS, CARS, and CCS policies in accordance with DHS 36 statutes.

General Qualifications

  • Possession of a valid driver's license, access to a reliable vehicle, and appropriate automobile insurance throughout employment; successful completion of a motor vehicle record check.
  • Knowledge of, or willingness to learn about, Jewish culture and traditions relevant to the Agency's clientele.
  • Acceptance of additional duties and responsibilities as assigned.
  • Successful completion of a criminal background check with the Wisconsin Department of Justice and caregiver background checks with relevant state departments.
  • Verification of immunizations and screenings for Tuberculosis, Flu, Measles, Mumps, Rubella, and Varicella (Chicken Pox) or documented medical exemptions.
  • A Master's Degree in Clinical Psychology, School or Educational Psychology, Counseling and Guidance, Counseling Psychology, or Social Work is preferred.
  • Completion of 3000 hours of supervised clinical experience, primarily with clients experiencing mental health or substance use disorders.
  • Possession of a valid Wisconsin license from one of the following boards: Social Work (preferred), Marriage and Family Therapy, or Professional Counselors (LCSW, LMFT, LPC), in good standing.
  • Compliance with the CCS Mental Health Professional requirements as outlined in WI Chapter DHS b) (1) and (3).
  • Adherence to the Substance Abuse Professional requirements as per WI Chapter DHS b) (1) and (3); SAC credentials are preferred.
  • At least 2 years of case management experience with adults and/or youth; experience in CCS is preferred.
  • A minimum of 1 year of supervisory experience in case management with demonstrated responsibility.
  • Familiarity with various case management systems (e.g., TCM, CSP, Wraparound Milwaukee, My Choice Family Care) is preferred but not mandatory.
  • Exemplary leadership skills, maintaining high standards of professional conduct for self and team members.
  • Strong interpersonal, organizational, critical thinking, problem-solving, and independent thinking abilities.
  • Excellent verbal and written communication skills.
  • Demonstrated clinical and cultural competency to fulfill job responsibilities effectively.
  • Ability to engage effectively with consumers, agency staff, and other community professionals within a collaborative framework.
  • Knowledge of CCS and available community resources and services.
  • Familiarity with Electronic Health Record (EHR) management systems.
  • Proficiency in computer applications, including Microsoft Office and service provider documentation systems.
