Aviation Operations Manager

Position Overview:
The role of the State Aviation Manager encompasses overseeing fire suppression aviation resources. The main objective of this position is to ensure the readiness and coordination of aviation programs in collaboration with various agencies, adhering to all state and federal regulations in a safe and efficient manner. This position also acts as a technical trainer and advisor to the aviation program, fire management personnel, and dispatch center management.
As the program manager, you will supervise the Fixed Wing Coordinator, Helicopter Coordinator, and UAS Coordinator, ensuring effective coordination of fire aviation bases statewide and managing budgets in collaboration with the fire program and accounting branch.
Key Responsibilities:
- Develop and manage aviation programs, including direct supervision of staff, record keeping, and approval of payroll and purchasing.
- Identify statewide facilities to support program needs and stay updated on policy changes affecting the aviation program.
- Organize and deliver training for agency personnel and partners on aviation usage in wildland fire operations.
- Manage contracts for aviation assets and materials used in fire suppression, including procurement and safety compliance.
- Coordinate with interagency partners and military flight controllers to ensure safe airspace management during wildland fire operations.
- Represent the state on various interagency committees focused on aviation issues.
- Perform other duties as assigned.
Qualifications:
Knowledge of:
- Fire suppression operations and interagency aircraft usage.
- Cost reporting for aviation operations and safety protocols.
- Management of aviation contracts and chemical ordering.
- Accident reporting and trend analysis in aviation.
- Leadership and supervisory practices.
Skills in:
- Planning and managing complex aviation operations.
- Coordinating with airport and federal agency representatives.
- Training and supervising seasonal staff for adequate aviation support.
- Monitoring and mentoring dispatch center staff for effective response.
Ability to:
- Create a safety-focused program with clear goals.
- Foster a culture of trust and cooperation across agencies.
- Maintain strong relationships with contractors and agency personnel.
- Proactively identify and address needs of aviation personnel.
Pre-Employment Requirements:
A valid Arizona Driver's License is required for this position. All newly hired employees must complete the Electronic Employment Eligibility Verification Program (E-Verify).
