Job Summary

We are seeking a Senior Program Manager to lead a CISA cybersecurity initiative.

Position: Full-time

Citizenship: U.S. Citizenship Required

Overview: The Senior Program Manager (PM) will supervise all contractor activities and will act as the primary liaison for the Contracting Officer (CO) and the Contracting Officer's Representative (COR). The PM will be a senior-level professional with substantial experience in managing government contracts, ensuring effective execution of tasks, and maintaining robust communication with stakeholders.

Key Responsibilities:

  • Serve as the main point of contact for the CO and COR, ensuring all contractor work aligns with specified requirements.
  • Oversee strategic planning, facilitation services, sector outreach, performance management, and assessments related to Sector Risk Management Agency (SRMA).
  • Exhibit technical expertise in National Critical Infrastructure Protection policy, strategy, and operations within state/local government critical infrastructure programs.
  • Establish and maintain technical and financial reports to showcase project progress to management.
  • Maintain an onsite workstation to collaborate with contractor employees, the COR, and other federal personnel.
  • Engage with the contractor team and management regularly to develop and review task plans and deliverables.
  • Ensure availability to the COR via telephone during standard business hours and respond to technical issues within 4 hours of notification.

Qualifications:

  • At least 10 years of experience as a Program Manager or Deputy Program Manager on government contracts.
  • Demonstrated experience supporting SRMA with strategic planning, facilitation services, sector outreach, and performance management.
  • Technical expertise in National Critical Infrastructure Protection policy and strategy.
  • Proven experience in state/local government critical infrastructure program operations and structures.
  • Active PMP certification required.
  • Proficient in reading, writing, speaking, and understanding English.
  • Must possess an active Top Secret security clearance or equivalent.

Preferred Experience:

  • Experience with the Cybersecurity and Infrastructure Security Agency (CISA), particularly within the Stakeholder Engagement Division (SED) and various critical infrastructure sectors.
  • Background in public-private partnerships, information sharing, security assessments, interdependencies, risk management, and communication.
  • Familiarity with critical infrastructure sectors such as Chemical, Commercial Facilities, Critical Manufacturing, Dams, Emergency Services, Information Technology, Nuclear Reactors, Materials & Waste.
