The primary goal is to ensure the fulfillment of all contractual obligations within budget and on schedule, while meeting all technical specifications and fostering customer relationships to support value creation strategies. The selected candidate will lead a cross-functional team focused on shared program performance objectives.

Program Managers oversee all stages of the program lifecycle, from initial proposal development through to execution and contract closure. Key responsibilities include:

  • Building and nurturing customer relationships to uncover additional opportunities within the client community
  • Identifying new business prospects through strategic long-term planning, capture strategies, and proposal development
  • Formulating a program structure that effectively meets customer needs and integrates necessary internal and external teams
  • Leading cross-functional Integrated Program Teams (IPT) to achieve program cost, schedule, and technical performance targets
  • Monitoring and reporting on program performance metrics
  • Delivering presentations to clients, executive leadership, and other stakeholders
  • Engaging in contract negotiations, modifications, specifications, budgets, schedules, and key terms
  • Establishing design parameters and engineering efforts for product research, development, integration, and testing
  • Creating, reviewing, and finalizing the program Statement of Work
  • Identifying, distributing, tracking, and fulfilling program requirements
  • Setting up and managing program and subordinate baselines
  • Developing and adhering to budget baselines using Earned Value Management (EVM) or similar methodologies
  • Identifying, allocating, and managing program resources, including workforce planning
  • Overseeing Government/customer supplied property or information (GFE, CFE, etc.)
  • Managing suppliers to meet program objectives
  • Complying with all internal processes, policies, and relevant industry standards
  • Ensuring the program team comprehends and adheres to contract scope, managing changes through control board activities
  • Developing and adhering to master plans and schedules
  • Conducting comprehensive risk and opportunity management practices, including identification, mitigation, and realization

Basic Qualifications:

  • An Associate Degree with 12 years of relevant experience, a Bachelor's Degree with 10 years of relevant experience, or a Master's Degree with 8 years of relevant experience
  • 10 years of experience leading tasks to meet schedule, budget, and requirements as a project lead, integrated program team member, or cost account manager
  • 10 years of proven success in leading teams or organizations towards a common objective
  • Must possess a Secret security clearance and be eligible for a Top-Secret Security Clearance

  • Top Secret Clearance

Salary Range: $124,200 - $186,400. This range serves as a general guideline; however, Northrop Grumman considers various factors when determining base salary offers, including the position's scope and responsibilities, as well as the candidate's experience, education, skills, and current market conditions. Employees may be eligible for a discretionary bonus in addition to base pay, designed to reward individual contributions and allow employees to share in company results. Employees in Vice President or Director roles may qualify for Long Term Incentives. Northrop Grumman also offers a comprehensive benefits package, including health insurance, life and disability insurance, savings plans, company-paid holidays, and paid time off (PTO) for personal and vacation needs.
