The individual will oversee a cross-functional team aligned with shared program performance objectives.
Program Managers are accountable for steering all stages of the program life cycle, from inception (proposal development) through initiation, execution, and closure (contract finalization). Key responsibilities encompass the management of cost, schedule, and technical performance of company programs or subsystems, including but not limited to:
- Fostering customer relationships to uncover additional opportunities within the client base
- Identifying new business prospects through strategic long-term planning, capture strategies, and proposal development
- Structuring a program organization that effectively meets customer needs and integrates necessary internal and external teams
- Leading and guiding cross-functional Integrated Program Teams (IPT) to achieve program cost, schedule, and technical performance targets
- Evaluating and reporting on program performance
- Delivering presentations to clients, executive leadership, and other program stakeholders
- Engaging in contract negotiations, amendments, specifications, budgets, schedule milestones, and key terms and conditions
- Establishing design concepts, criteria, and engineering efforts for product research, development, integration, and testing
- Drafting, reviewing, and finalizing the program Statement of Work
- Identifying, distributing, tracking, and fulfilling program requirements
- Establishing and managing program and subordinate baselines
- Developing and adhering to budget baselines using Earned Value Management (EVM) or similar cost and schedule control methodologies and tools
- Identifying, allocating, and managing program resources, including workforce planning
- Overseeing Government/customer supplied property or information (GFE, CFE, etc.)
- Managing suppliers to achieve program objectives
- Complying with all internal processes, policies, and applicable industry standards
- Ensuring the program team comprehends and adheres to contract scope, managing changes through control board activities
- Developing and adhering to master plans and schedules
- Conducting comprehensive risk and opportunity management practices, including identification, mitigation, and realization
Basic Qualifications:
- An Associate Degree with 12 years of related experience, a Bachelor's Degree with 10 years of related experience, or a Master's Degree with 8 years of related experience
- A minimum of 10 years of experience leading tasks on schedule, within budget, and fulfilling all requirements as either project lead, integrated program team, or cost account manager
- A minimum of 10 years of proven success in leading teams or organizations towards a common objective
- Must possess a Secret security clearance and be eligible for a Top-Secret Security Clearance
Preferred Qualifications:
- Top Secret Clearance
Salary Range: $124,200 - $186,400. The above salary range serves as a general guideline; however, Northrop Grumman considers various factors when determining base salary offers, such as the scope and responsibilities of the position and the candidate's experience, education, skills, and current market conditions.
Employees may qualify for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions and allow employees to share in company results. Employees in Vice President or Director roles may be eligible for Long Term Incentives. Furthermore, Northrop Grumman offers a range of benefits, including health insurance, life and disability insurance, savings plans, company-paid holidays, and paid time off (PTO) for vacation and personal business.
