Your Profile:

We are seeking an accomplished Senior Proposal Manager with a minimum of 7 years of experience. You possess a strong drive for excellence, a commitment to quality, and a focus on innovation that enhances client satisfaction and performance. Role Summary:

The Senior Proposal Manager will oversee the entire proposal development process, from initial planning to submission, for a variety of projects with differing complexities. The ideal candidate will collaborate closely with capture managers and subject matter experts (SMEs) to craft compliant and persuasive proposal content aimed at federal government contracts across Defense, Civilian, and Intelligence agencies. This role is integral to our proposal operations team, which includes proposal managers, writers, graphic designers, and coordinators, and reports directly to the Senior Director of Proposal Operations.

Key Responsibilities:

  • Provide pre-proposal support, including solution development and RFI responses.
  • Create a master outline and compliance matrix for proposals.
  • Lead kickoff and status meetings, ensuring adherence to timelines.
  • Collaborate with SMEs and writers to develop engaging proposal content, including technical and management strategies, past performance summaries, and resumes.
  • Facilitate color reviews and address reviewer feedback while coordinating with pricing and contracts teams.
  • Oversee formatting and production processes, proactively identifying and resolving issues.

Essential Skills & Qualifications:

  • 7+ years of experience managing federal government proposals.
  • Demonstrated success in leading complex proposals valued between $5M and $100M+, including IDIQs and BPAs.
  • Strong communication skills to guide writers and manage proposal content effectively.
  • Proficient in proposal writing and editing.
  • Accountable for producing compelling and compliant proposals.
  • Thorough understanding of the Shipley Proposal Process and APMP best practices.

Professional Certifications: APMP

Educational Background: Bachelor’s degree in English, Communications, Business, Technical or a related field, or equivalent professional experience.

Clearance Requirements: Minimum Background Check; ability to obtain Secret clearance.

Desirable Skills & Qualifications:

  • Experience with MS SharePoint.
  • Advanced proficiency in MS Office Suite, including Word, Excel, and PowerPoint.
  • Familiarity with Generative Artificial Intelligence (AI) applications in proposals.
  • Experience with oral presentations.
