About the Role

We are seeking a highly skilled and detail-oriented Compliance and Monitoring Specialist to join our team at Hampton Roads Transit. As a key member of our Civil Rights and Grants Program team, you will play a critical role in ensuring nondiscrimination in the award and administration of USDOT assisted contracts, nondiscrimination in the delivery of service and administration of programs, and the accurate and timely submission of discretionary applications.

Key Responsibilities
  • DBE Program Management
    • Responsible for performing daily DBE activities, such as setting DBE contract goals, tracking goal compliance, and compiling and preparing reports.
    • Assists in the monitoring and compliance of the DBE and Title VI programs.
  • Grant Management
    • Provides support with meeting discretionary grant timelines and deliverables.
    • Assists in the development of the overall triennial DBE goal every three years as per 49 CFR.
  • Reporting and Compliance
    • Implement procedures for contract compliance with DBE goal commitments and federal requirements per 49 CFR.
    • Generate timely and accurate reports for submission to the Federal Transit Administration (FTA).
  • Communication and Outreach
    • Respond to inquiries from program participants and other interested parties.
    • Conducts program audits of contract information to ensure compliance with Federal DBE regulations.
  • Administrative Tasks
    • Evaluates bids/proposals and provides DBE program participation goals.
    • Assists with semi-annual reporting for the DBE program for the FTA.
    • Conduct public involvement sessions with current and potential transit riders.
    • Participates in FTA semi-annual meetings, audits, and reviews as directed.
    • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
    Requirements
    • Education
      • A minimum of a Bachelor's Degree from an accredited four-year college or university in Business Administration, Public Administration, or other related field.
    • Experience
      • A minimum of two years work experience in a professional office environment, preferably with compliance and/or monitoring responsibilities.
    • Skills
      • Proficiency in interpreting and applying statutory, administrative and fiscal regulations.
      • Good problem-solving, communication and interpersonal skills.
      • Analyzing statistical data and identify trends, problems and needs.
      • Proficiency in entering, organizing, retrieving and formatting data using computerized spreadsheets and databases.
    • Software Knowledge
      • Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential.
    • Licenses or Certificates
      • A Virginia Driver's License.
