The Headquarters Allied Joint Force Command Norfolk (JFCNF) serves as a robust, static Joint headquarters dedicated to strategizing, preparing, and executing operations across various domains during peacetime, crises, and conflicts, in alignment with NATO's core missions at the Joint Operational level, as directed by SACEUR.
The Plans Directorate is tasked with the formulation and production of all Concept of Operations (CONOPS) and Operations Plans (OPLANs) within its designated Area of Responsibility, facilitating the connection between NATO Command Structure (NCS) and NATO Force Structure (NFS).
The J5/9 Division is responsible for the development, review, revision, and coordination of planning activities, including Command and Control (C2) and liaison relations. This division leads and forms the core of Joint Operational Planning Groups (JOPGs) and coordinates planning efforts at strategic, operational, and tactical levels. J5/9 conducts operational planning to support and prepare for exercises and enhances training initiatives related to operations planning.
The Civil-Military Cooperation (CMC) Branch offers expert advice, direction, and guidance on all civil-military matters within JFCNF activities.
The selected candidate will assist in establishing and maintaining liaison and engagement with external non-military entities, including direct interactions with senior-level staff, and will coordinate support for JF HQ's contributions to the Comprehensive Approach to ensure the timely and effective achievement of mission objectives.
Key Responsibilities:
- Assist in the development and execution of the JF HQ Civil-Military Interaction outreach program to foster a liaison network that ensures effective communication and collaboration.
- Oversee the synchronization and coordination of JF HQ activities with non-military stakeholders.
- Coordinate the establishment and upkeep of a liaison framework, including a notification system for all operations and missions.
- Support the Liaison Officers and JF HQ in ensuring effective coordination and cooperation with non-military actors, including sharing pertinent information regarding military situations, intents, and requirements.
- Cultivate and maintain relationships, including interactions at the Director level, with external non-military entities, acting as the primary contact for these organizations to provide practical solutions.
- Facilitate JF HQ's contributions to the Comprehensive Approach.
- Assist the SO (CIMIC Plans, Training, and Exercises) in identifying and liaising with non-military actors to coordinate their involvement in JF HQ training and exercises.
- Enable civilian non-military actors' participation in the JF HQ Operations Planning process within the Comprehensive Approach framework.
- Analyze the mandates, missions, processes, motivations, legal statuses, and policies of non-military actors to identify relevant organizations for interaction.
- Support the JF HQ in understanding the civil environment, including the objectives of all non-military actors, to enhance contributions to the Comprehensive Approach.
- Provide training and education support, including Military Exercise and Training scripting, Military Partnership Mobile Training Teams, and Expert Team Visits.
- Collaborate on the development of the Comprehensive Preparation of the Environment, the CIMIC Estimate, and other Knowledge Development products, incorporating input from non-military actors and NATO and national military units to maintain situational awareness of the civil environment.
- Ensure the branch possesses long-term stability and corporate knowledge regarding liaison and information management related to non-military actors.
- Support the integration of Cross-Cutting Topics (CCTs) throughout the staff organization and contribute to the development of staff procedures within the Joint Task HQ.
- Participate in project teams or working groups as assigned.
- University Degree with 2 years of relevant experience, or Higher Secondary education with advanced vocational training leading to a professional qualification or accreditation and 4 years of related experience.
- Over 4 years of experience in establishing organizational relationships and managing stakeholders, including interactions at the Director or General Officer level.
- More than 3 years of experience in a NATO/national joint or combined staff, national civilian agency, international organization, or large non-governmental organization headquarters.
- Proficiency with current web-based information systems.
- At least 2 years of experience in a development, humanitarian, or advocacy role.
- Over 3 years of experience in a field or operational mission environment.
- Proven experience in developing and delivering briefings to large audiences and high-level individuals.
- Experience in managing projects involving multiple organizations or divisions within the same organization.

Desirable Qualifications / Experience:
- At least 2 years of experience in the Civil-Military relations context.
- Operational level Civil-Military Interaction experience from either military or civilian perspectives.
- Skills in Civil-Military Interaction, capable of articulating military requirements and objectives to non-military actors and vice versa.
- Mediation and negotiation skills.
- Data analysis skills, including monitoring, evaluation, and assessment.
- Experience working with national civilian governmental authorities.
- Background in high-level military training and exercises or civilian equivalents.
Personal Attributes:
- Ability to integrate into a military organization and work collaboratively within a team; strong communication skills are essential. Must be capable of working under pressure and adhering to tight deadlines; willingness to work outside of standard office hours and environments; adept at problem-solving with minimal guidance; readiness to travel regularly for coordination purposes. Must be in good health, flexible, and able to manage multiple contexts simultaneously.
- Establish and maintain professional contacts with International and Governmental Organizations, all other HQ Directorates, Deployed forces Security Subject Matter Experts (SMEs), and NATO and national agencies supporting deployed forces. As a Subject Matter Expert, the incumbent will brief high-level decision-makers on political analyses and issues, including recommendations on potential impacts on NATO missions.
- The effectiveness of CIMIC liaison and analysis relies on the incumbent's skills in making information from external sources accessible. Information from International and Governmental Organizations will significantly influence NATO operational planning and decision-making processes.
The successful candidate will be required to apply for and obtain a NATO Secret Security Clearance prior to final confirmation of contract and commencement of employment.
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or Temporary Duty Assignments (TDY), both within and outside NATO boundaries. Such operational deployments may exceed 30 days, potentially lasting up to 183 days within any 547-day period and may occur on short notice. For NATO International Civilian staff, acceptance of an employment contract linked to this position constitutes agreement to deploy for more than 30 days if required.
Contract:
- Serving NATO International Civilian staff will be offered a contract in accordance with NATO Civilian Personnel Regulations.
- Newly recruited staff will receive a three-year definite duration contract.
