Job Overview:

This position is a temporary, grant-funded role aimed at addressing the challenges posed by severe weather events.

The Senior Program Manager will lead and synchronize the Fiscal and Program components of the Crisis Counseling Program (CCP) while contributing to the development of disaster recovery initiatives and support services.

In collaboration with the Assistant Director and Grant Administrator, the Manager will provide oversight and direction to CCP grant-funded personnel as well as external partners.

The role ensures that programmatic and financial activities align with grant objectives, guaranteeing that reports are precise, comprehensive, and submitted in accordance with established guidelines from relevant authorities.

This position involves advanced managerial responsibilities, offering strategic direction related to federal disaster funding and programmatic operations.

Operates with minimal supervision, exercising considerable initiative and independent judgment regarding federal disaster funding matters.

Additional responsibilities may be assigned as necessary.

The role requires the ability to travel as needed to fulfill program and agency objectives.
Regular attendance in accordance with agency policies is expected.

The individual must monitor program communications through various channels and respond promptly.

Key Responsibilities:
Administrative – 30%

Provides direct oversight to CCP grant personnel, conducts performance assessments, approves leave requests, and fosters professional growth.


Manages and coordinates the programmatic and financial aspects of the CCP grant.

Collaborates with the Assistant Director and Grant Administrator to coordinate planning and response efforts following disasters and critical incidents.

Offers guidance to staff and contractors to ensure compliance with grant deliverables.

Establishes and supervises schedules, priorities, and standards for achieving objectives; manages evaluation processes for grant-funded personnel.

Directs senior-level financial management and technical assistance activities related to federal disaster funding.

Supervises staff analyzing policy and programmatic recommendations for federal disaster funding.


Fiscal – 30%
Reviews financial reports and suggests necessary modifications. Analyzes operations and challenges, translating findings into actionable reports.

Evaluates results from federal disaster investigations, internal audits, and research studies to provide strategic direction.

Develops and approves budgets affecting federal disaster funding. Implements evaluation techniques for federal disaster activities. Establishes objectives to meet federal requirements and identifies the need for target revisions.

Explains statutory requirements related to federal disaster funding and engages with community groups to enhance financial management support.


Program – 30%:

Ensures accuracy and completeness of program reports and correspondence in line with established guidelines.

Develops objectives to meet federal requirements.

Acts as a subject matter expert, identifying areas for improvement and making operational recommendations. Establishes standards and measurement tools for tracking progress.

Directs the collection and analysis of materials in response to federal disaster program information requests.

Supervises evaluation techniques for federal disaster programs. Identifies training needs and discusses program effectiveness with leadership.
Provides technical guidance for departmental functions. Organizes materials in response to program information requests related to federal disaster funding.

Performs additional duties as assigned – 10%

  • Expertise in federal disaster funding, grant management, and contracting processes.
  • Proficient in public administration and program management techniques. Skilled in disaster response within a behavioral health context.
  • Project management skills with the ability to lead teams and manage multiple stakeholders.
  • Proficient in software applications such as MS Office Suite.
  • Strong written and verbal communication skills, capable of delivering public presentations and technical writing.
  • Adept at gathering, analyzing, and interpreting data; developing and evaluating policies.
  • Ability to work collaboratively in a fast-paced environment, effectively communicating and prioritizing staff workloads.
  • Capacity to provide senior-level management and technical assistance for federal disaster requirements.
  • Ability to serve as a primary contact for crisis counseling responses and maintain relationships with relevant agencies.
