Job Overview:

This position is a temporary, grant-funded role aimed at addressing the needs arising from severe weather events.

The Senior Program Manager will be responsible for overseeing and coordinating both financial and programmatic components of the Crisis Counseling Program (CCP) while contributing to the development of disaster recovery initiatives and support services.

Working closely with the Assistant Director and Grant Administrator, the Manager will provide leadership and direction to grant-funded personnel as well as external partners.

The role ensures that programmatic and financial objectives are met in alignment with grant deliverables, while maintaining accurate reporting in accordance with established guidelines from relevant state and federal agencies.

This position entails advanced managerial responsibilities, offering strategic oversight related to emergency management operations and federal disaster funding.

Works with a high degree of autonomy, exercising initiative and independent judgment in managing federal disaster funding.

Performs additional responsibilities as required.

The role may require travel up to 30% to fulfill program and agency objectives.
Regular attendance is expected in line with agency policies.

The individual will be responsible for monitoring program communications through various channels and responding promptly.

Key Responsibilities:
Administrative – 30%

Provides direct oversight to grant-funded staff, conducts performance assessments, approves leave requests, and fosters professional growth.


Manages the programmatic and financial aspects of the CCP grant.

Collaborates with the Assistant Director and Grant Administrator to coordinate efforts in planning and responding to disasters and critical incidents.

Offers guidance to staff and contractors to ensure that program activities align with grant deliverables.

Establishes and supervises schedules, priorities, and standards for achieving objectives; manages evaluation processes for grant-funded personnel.

Directs a range of senior-level financial management and technical assistance activities related to federal disaster funding.

Supervises staff responsible for analyzing policy and programmatic recommendations regarding federal disaster funding.


Fiscal – 30%
Reviews financial reports and suggests necessary adjustments. Analyzes operations and issues, translating findings into actionable reports.

Evaluates outcomes of federal disaster investigations, internal audits, and research studies to provide strategic direction.

Develops and approves budgets impacting federal disaster funding. Implements evaluation techniques for federal disaster activities. Establishes goals and objectives to meet federal requirements.

Identifies necessary revisions to targets and explains statutory requirements related to federal disaster funding.

May engage with community and professional groups to enhance financial management support for disaster-related funding.


Program – 30%:

Ensures that program reports and related correspondence are accurate and submitted according to established guidelines.

Develops goals and objectives to meet federal requirements.

Acts as a subject matter expert, identifying areas for improvement and making recommendations to enhance operations. Establishes priorities and measurement tools for tracking progress.

Analyzes operations and prepares reports based on findings and recommendations. Directs the collection and analysis of materials in response to federal disaster program information requests.

Supervises effective evaluation techniques for federal disaster programs. Identifies training needs and discusses program effectiveness with leadership.
Provides technical guidance for a business function or department.

Performs additional duties as assigned – 10%

  • Proficient in personal computer applications such as MS Office Suite.
  • Strong written and verbal communication skills, including public presentation capabilities.
  • Ability to gather, analyze, and interpret data; develop and evaluate policies and procedures.
  • Ability to work collaboratively in a fast-paced environment and effectively manage staff workloads.
  • Capability to provide senior-level management and technical assistance for federal disaster requirements.
  • Ability to maintain contact with relevant agencies and contracted vendors.
