Position Overview:
As a Senior Program Management Specialist, you will provide essential project and program oversight, offering guidance and strategic counsel to division leaders, the AAL Director, and key stakeholders critical to the successful execution of mission-related activities.

Key Responsibilities:
- Oversee a diverse portfolio of intricate projects and initiatives, focusing on the development of operational strategies, project planning, management, systems design, and systems development, as well as data collection and dissemination.
- Act as the primary manager and point of contact for significant elements of each assigned project, including planning, logistics, budgeting, and oversight.
- Conduct thorough and specialized studies, evaluations, and assessments of pertinent issues and proposals.
- Assess the functionality of unique modernization projects and ensure effective coordination among key participants.
- Plan and coordinate the technical efforts of contractors, government laboratories, and agencies contributing to project fulfillment.

Participation:
- Engage in Army, DoD, Federal, and non-government committees and task forces relevant to the assigned program/projects within the technology development community.

Requirements:
- Appointment may be subject to a suitability or fitness determination based on a completed background investigation.
- A Top Secret Security clearance is mandatory.
- This position requires mandatory drug testing.
- Business travel may be necessary up to 30% of the time.
- A one-year supervisory probationary period may be required.

Qualifications:
- Only applicants who meet specific employment authority categories are eligible to apply.
- Experience must be clearly outlined in your resume, including any relevant volunteer work.

Specialized Experience:
- One year of specialized experience is required, which includes:
1) Effective communication with senior leaders and external customers to provide guidance;
2) Knowledge of acquisition processes and Federal Acquisition Regulations (FAR);
3) Developing evaluation methods for program effectiveness utilizing modernization techniques;
4) Planning and oversight of projects, including advisory services, logistics, and budgeting.

Evaluation Criteria:
- You will be assessed based on your competencies in Administration and Management, Communications, Planning and Evaluating, and Project Management.

Additional Information:
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
