Key Responsibilities:


The HR Operations Specialist is responsible for a variety of human resources functions, including employee relations, training, recruitment, affirmative action, benefits administration, and payroll management.

This role involves managing the complete payroll cycle and addressing employee inquiries related to payroll, benefits, and deductions.

The ideal candidate will possess strong interpersonal skills, enabling effective communication with individuals at all organizational levels while being attuned to the needs of the company and its employees.


Primary Duties:

  • Audit and process employee timecards for bi-weekly payroll.


Ensure accuracy and completeness of New Hire documentation in the payroll system prior to payroll processing.


  • Collaborate with the payroll processing company to resolve any payroll-related software or entry issues.
  • Respond to inquiries from various State and Federal agencies regarding employment verifications, tax liens, and garnishments promptly.
  • Set up new benefit deductions for employees in the appropriate pay periods.
  • Generate accurate billing statements and coordinate with the accounting department for necessary corrections.
  • Distribute and address questions regarding benefits for eligible staff monthly, tracking compliance with the Affordable Care Act.
  • Compile and maintain various reports for the department on a daily, weekly, monthly, quarterly, and annual basis.
  • Reconcile employee benefits insurance billing.
  • Assist in organizing annual open enrollment meetings for employee benefits.
  • Provide support across the department, including backup for team members and process improvement initiatives.
  • Administer human resource plans and procedures, assisting in the development of personnel policies and maintaining the employee handbook.
  • Contribute to the development of departmental goals and objectives alongside the HR Manager.
  • Oversee the performance evaluation program, ensuring timely completion and recommending necessary revisions.
  • Evaluate departmental reports and results in relation to established goals, suggesting new approaches to enhance efficiency.
  • Ensure compliance with employment and benefit laws at the federal, state, and local levels.
  • Guide managers in employee disciplinary actions with support from the HR Manager.
  • Manage Unemployment Notices of Entitlement and attend hearings as necessary.
  • Assist with recruitment tasks, including reviewing applications and conducting interviews.
  • Act as a specialist in employee relations.
  • Monitor employee eligibility for benefit plans and manage annual open enrollment communications.
  • Coordinate employee recognition programs.
  • Serve as the HR representative for ongoing employee communications.
  • Provide customer service by addressing employee inquiries and requests.
  • Conduct audits of payroll, benefits, and other HR programs, recommending corrective actions as needed.
  • Handle government reporting to various agencies.
  • Support the onboarding and termination processes for employees.
  • Assist in training and development initiatives.
  • Maintain HR Information System (HRIS) records and generate reports as required.
  • Support the HR Manager with research and special projects.
  • Regular attendance is essential.
  • Perform other related duties as assigned.

Qualifications:
To excel in this role, candidates must meet the following requirements:

Education and Experience:


Associate's degree in Accounting or Business, or equivalent payroll certification; or two to three years of related experience; or a combination of education and experience.

Familiarity with various Human Resource disciplines and knowledge of federal and state employment laws is essential.

Certificates and Licenses:
A valid Driver's License and insurance are required.

Language Skills:
Ability to read and interpret documents such as safety rules and procedure manuals. Proficient in writing reports and correspondence, and capable of effective communication before groups.

Mathematical Skills:
Ability to perform basic mathematical operations and interpret data.

Reasoning Ability:
Ability to apply common sense to carry out instructions and solve problems in standardized situations. Strong analytical skills and attention to detail are necessary.

Physical Demands:
The physical demands of this position require frequent sitting, occasional standing, walking, and lifting up to 25 pounds. Specific vision abilities include close vision and the ability to adjust focus.
