The primary function of the Senior Proposal Management Specialist is to collaborate with business development, capture, and operational teams to strategize and deliver significant proposals to various Government clients globally. This role is highly visible and involves close interaction with senior leadership, capture teams, and operational management to lead, manage, compose, edit, review, and produce successful proposals.


Key Responsibilities:

  • Draft responses to Requests for Proposals (RFPs), Requests for Information (RFIs), and other Government inquiries.
  • Develop compliant and persuasive responses for designated proposal sections, including the creation of relevant graphics, charts, and tables to support proposal development.
  • Work collaboratively with capture and business development teams to guide the proposal writing process.
  • Ensure timely and compliant submissions by coordinating with capture and business development teams.
  • Review and refine proposal submissions for consistency, compliance, and incorporation of winning themes.
  • Conduct research on pertinent corporate, project, client, and industry data to enhance proposal responses across all business lines and international sectors.

Minimum Qualifications:

  • Bachelor's Degree with a minimum of 7 years of experience in proposal management, including at least 5 years focused on Federal Government proposals.
  • Equivalent combinations of education and experience may be considered in lieu of a degree.

Essential Skills:

  • Lead and manage the complete proposal development lifecycle from pre-proposal to post-proposal phases.
  • Oversee the creation of schedules, outlines, compliance matrices, proposal kickoffs, and technical solution discussions.
  • Articulate win strategies, technical solutions, and compliance requirements clearly and consistently throughout final proposal documents.
  • Analyze government solicitations to identify response requirements and prepare tailored proposal outlines and compliance matrices.
  • Stay updated on solicitation modifications and communicate necessary changes to the team, adjusting schedules and outlines as needed.
  • Coordinate with graphic designers to create engaging proposal visuals that effectively convey concepts and solutions.
  • Collaborate with Capture Managers, Technical Leads, authors, Subject Matter Experts (SMEs), legal teams, and pricing departments.
  • Utilize automated proposal collaboration and document management tools, including SharePoint.

  • Proficiency in creating original content through interviews and research methodologies.
  • Fluency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and SharePoint.
