We are seeking experienced freelance Technical Writers to join a pool of proposal writers who will provide critical technical writing and proposal development expertise. Ideal candidates will have substantial experience in U.S. Government proposal writing.


Responsibilities & Qualifications

Technical Proposal Writers will be engaged on a consultancy basis to assist McCO in crafting and developing technical strategies related to professional training, capacity building, advisory services, and research for specific opportunities, primarily funded by federal agencies. Writers will support the Business Development Unit by delivering high-quality technical writing, quality assurance, and editing for assigned proposals. Candidates will enter into a long-term framework agreement with McCO, reporting to the Director of Business Development. U.S. work authorization is mandatory.

Successful candidates must be proactive self-starters with exceptional writing, editing, communication, interpersonal, strategic thinking, and management skills. They should demonstrate experience in proposal and business development aligned with industry best practices and the ability to produce high-quality work independently under tight deadlines. Candidates may also contribute to team proposals as part of project delivery. A strong understanding of technical solution design and customer business practices is essential, along with a proven track record of success.

Key Responsibilities

  • Participate in key bid preparation meetings to help identify win themes and develop core messages for the proposal narrative.
  • Utilize in-depth customer knowledge to inform the design of responsive technical solutions.
  • Collaborate with bid managers on workplan development.
  • Compose clear, compelling, and compliant technical approaches that meet bid requirements.
  • Engage with various specialists across the organization to ensure a cohesive technical proposal.
  • Lead or participate in color team reviews as appropriate.
  • Identify and recommend effective content formats (e.g., infographics, diagrams) to enhance proposal readability.
  • Assist in writing other proposal sections as required, such as Management Approach and Past Performance.

Requirements

  • Expertise in one of McCO's service areas: professional training, capacity building, advisory services, or research and analysis.
  • A minimum of 5 years' experience as a lead technical writer on successful bids for U.S. government clients.
  • Proven ability to design innovative and practical technical solutions for federal proposals.
  • Strong capability to work collaboratively in a fast-paced environment with fluctuating deadlines.
