DCS Corp is seeking a Senior Program Manager for Acquisition to provide essential support to the Command, Control, Communications, and Battle Management Division (C3BM).

The C3BM division is responsible for the development of an integrated Department of the Air Force (DAF) Battle Network, which aims to provide resilient decision-making capabilities and empower the USAF, USSF, Joint, and Coalition Forces to effectively address contemporary challenges. C3BM's initiatives encompass various focus areas, including Architecture and Systems Engineering (ASE), Operational Response Team (ORT), and numerous mission integration teams that cover Air, Maritime, and various acquisitions, including the Advanced Battle Management System (ABMS) and Space.

The DAF BATTLE NETWORK serves as a comprehensive system-of-systems that integrates sensors, effectors, and sustainment grids to enhance situational awareness, facilitate operational decision-making, and direct forces to achieve necessary lethal and non-lethal effects in support of the Joint Force Commander's operational strategies. The DAF PEO C3BM is tasked with the technical and programmatic integration of the DAF's broader system-of-systems architecture, which is essential for delivering a cohesive Command and Control (C2) core function for the DAF, Joint, and Coalition forces, in collaboration with other DAF PEOs as required.

This is a full-time position.

Key Responsibilities:

The selected candidate will be responsible for:

  • Utilizing subject matter expertise to support various project and program initiatives.
  • Identifying programmatic challenges and formulating recommendations for resolution.
  • Providing guidance on resource management issues related to evaluating effective resource performance across the portfolio.
  • Acting as a branch integrator to ensure that all program briefings and presentations adhere to the appropriate format.
  • Advising on responses to senior leadership inquiries.
  • Consulting with the Government program manager on best practices.
  • Identifying policy gaps and managing all acquisition efforts.
  • Assisting the Program Manager in overseeing daily program activities, including integrated master scheduling, contract actions, and action item resolution.
  • Creating and aiding in the development of acquisition program documentation in accordance with DOD 5000 series guidelines.
  • Supporting the definition, development, and management of user requirements, including conducting Industry Days and user working groups.
  • Preparing RFP documentation, including Statements of Objectives and Statements of Work, in line with DOD 5000 series.
  • Contributing to the development of strategies and budgets for effective program execution.
  • Monitoring the effectiveness of achieving program and enterprise goals, including cost, schedule, and technical performance.

Qualifications:

Due to the sensitive nature of the requirements, U.S. Citizenship is mandatory.

The ideal candidate will possess:

  • A High School Diploma with 20 years of experience, 15 of which must be in the DoD, or a Bachelor's degree with 15 years of experience, 10 of which must be in the DoD.
  • 30 years of directly related experience, with 20 years in the DoD, or a Bachelor's Degree in a related field with 25 years of experience, 15 of which must be in the DoD.
  • An active Top Secret Security clearance.
  • Comprehensive knowledge of systems acquisition principles and program management practices as defined in DoDI.
  • Familiarity with cloud-based systems and agile methodologies.
  • Strong analytical skills for evaluating acquisition program effectiveness.
  • Excellent communication skills, both oral and written, for producing high-quality acquisition documentation.
  • Proficiency in Microsoft Project, PowerPoint, Excel, and Word.

Preferred Qualifications:

A Master's or Doctorate Degree in a related field is desirable.
