DCS Corp is presenting a unique opportunity for a Senior FMS Program Manager to provide critical support to the Air Force Life Cycle Management Center/PEO Digital Directorate. This role is integral to the management and execution of modernization, development, testing, production, fielding, and sustainment efforts across a diverse portfolio of over 130 programs for the United States Air Force and allied nations.
The selected candidate will focus on the HBI program office, particularly in relation to the Japan/E-767 AWACS initiative, which serves as an advanced airborne radar system delivering Battle Space Command and Control capabilities to the Japan Air Self Defense Force.
This is a full-time role based at Hanscom Air Force Base.
Key Responsibilities:
In this position, you will leverage your extensive knowledge of FMS system acquisition principles and program management practices. You will be tasked with planning, researching, analyzing, and evaluating system acquisition concerning the development, production, and deployment of defense systems and related equipment. Your role will also involve formulating strategic plans to meet cost, schedule, and performance targets.
Specific responsibilities may include:
- Creating and presenting various briefings and schedules regarding program status and acquisition tasks to senior leadership. You will support Program Acquisition Reviews and senior-level meetings.
- Providing comprehensive support for all aspects of acquisition planning, with a focus on FMS-specific requirements, including market research, source selection planning, and contract negotiation preparation.
- Utilizing your expertise in FMS acquisition processes, including knowledge of Anti-Tamper requirements, ITAR regulations, and customs import procedures.
- Preparing and managing LOA data, ensuring compliance with mandated systems such as SAMRS and DSAMS.
- Demonstrating a willingness to travel internationally to potentially challenging locations.
- Collaborating effectively with prime contractors, subcontractors, and suppliers from various countries.
- Acting as a representative for the program office to foreign Ministry of Defense officials and U.S. Security Cooperation Office representatives, addressing complex inquiries in real-time.
- Facilitating various program office activities and meetings, including design reviews and technical interchange meetings.
- Understanding and applying RMF requirements within the FMS context.
- Comprehending the DoD Transportation System as it pertains to shipping equipment to FMS customers.
- Travel Requirement: 20%.
Required Qualifications:
Due to the sensitive nature of the role, U.S. Citizenship is mandatory.
A Bachelor's degree in a relevant engineering discipline is required, along with a minimum of 12 years of experience in the field, including at least 5 years within the Department of Defense.
An active Secret Security clearance is necessary.
Proficiency in qualitative and quantitative methods for evaluating the effectiveness and efficiency of FMS programs is essential.
Strong communication skills, both written and verbal, are required to produce high-quality acquisition and program documentation.
Desired Qualifications:
A Master's degree in a relevant engineering discipline, coupled with at least 10 years of experience in the field, including 5 years within the Department of Defense, is preferred.
