DCS Corp presents an exceptional opportunity for a Senior FMS Program Manager to provide strategic support to the Air Force Life Cycle Management Center/PEO Digital Directorate. This role is pivotal in overseeing the modernization, development, testing, production, fielding, and maintenance of a diverse portfolio of programs, serving both the United States Air Force and international partners.
The selected candidate will focus on the HBI program office, particularly on the Japan/E-767 AWACS initiative, which serves as the Airborne Radar System for the Japan Air Self Defense Force.
This is a full-time position based at Hanscom Air Force Base.
Key Responsibilities:
In this capacity, you will leverage extensive knowledge of principles, policies, and practices related to Foreign Military Sales (FMS) system acquisition and program management. You will be expected to:
- Develop and present comprehensive briefings and schedules regarding program status and acquisition tasks to senior leadership.
- Support Program Acquisition Reviews and senior-level meetings, ensuring thorough preparation and participation.
- Utilize a strong background in acquisition planning, focusing on FMS-specific requirements, including collaboration with various governmental and defense entities.
- Demonstrate expertise in FMS acquisition processes, including compliance with Anti-Tamper regulations and International Traffic in Arms Regulations.
- Prepare and manage Letter of Offer and Acceptance (LOA) data, ensuring accuracy and adherence to mandated systems.
- Exhibit a willingness to travel internationally, including to potentially challenging locations.
- Engage effectively with prime contractors and suppliers from allied nations, fostering strong relationships.
- Act as a representative for the program office, addressing inquiries from foreign defense officials with clarity and expertise.
- Participate in various program office activities, including design reviews and technical meetings.
- Understand and apply Risk Management Framework (RMF) requirements in the context of FMS.
- Navigate the complexities of customs and transportation systems related to overseas shipping for FMS customers.
Travel Requirements: 20%.
Qualifications:
U.S. Citizenship is mandatory due to the sensitive nature of the role. Candidates should possess:
- A Bachelor's degree in a relevant engineering discipline from an accredited institution, along with a minimum of 12 years of experience in the field, including 5 years within the Department of Defense.
- An active Secret Security clearance.
- Proficiency in qualitative and quantitative analysis techniques for evaluating FMS program effectiveness.
- Strong communication skills, both written and verbal, to produce high-quality program documentation.
Preferred Qualifications:
A Master's degree in a relevant engineering discipline and at least 10 years of experience in the field, including 5 years within the Department of Defense.
