DCS Corp is seeking a Senior FMS Program Manager to provide essential support to the Air Force Life Cycle Management Center/PEO Digital Directorate. This role is integral to the management and execution of modernization, development, testing, production, fielding, and sustainment of a diverse portfolio that encompasses over 130 programs for the United States Air Force and allied nations.
The selected candidate will focus on the HBI program office, specifically the Japan/E-767 AWACS initiative, which serves as the Airborne Radar System for the Japan Air Self Defense Force.
This is a full-time opportunity based at Hanscom Air Force Base.
Key Responsibilities:
In this capacity, you will possess a thorough understanding of the principles, policies, and practices related to Foreign Military Sales (FMS) system acquisition and program management. You will be adept at planning, researching, analyzing, and evaluating system acquisition concerning the development, production, and deployment of defense systems and related equipment. Your role will involve formulating strategies and recommending effective solutions to meet cost, schedule, and performance targets.
Specific duties may include:
- Creating and presenting various briefings and schedules regarding program status and acquisition tasks to senior management, including support for Program Acquisition Reviews and senior-level meetings.
- Providing extensive support for all facets of acquisition planning, with a focus on FMS-specific requirements.
- Utilizing your experience in FMS acquisition, including knowledge of Anti-Tamper requirements and International Traffic in Arms Regulations.
- Preparing and managing LOA data, ensuring compliance with mandated systems.
- Willingness to travel internationally to potentially challenging locations.
- Collaborating with prime contractors and suppliers from foreign nations.
- Acting as a representative for the program office to foreign defense ministries and responding to complex inquiries from international representatives.
- Facilitating various program office activities and meetings, including design reviews and case assessments.
- Understanding RMF requirements and the DoD Transportation System as it pertains to shipping equipment overseas.
- Travel Requirement: 20%.
Qualifications:
Due to the sensitive nature of the role, U.S. Citizenship is mandatory.
A Bachelor's degree in a relevant engineering discipline is required, along with a minimum of 12 years of experience in the field, including 5 years within the Department of Defense.
An active Secret Security clearance is essential.
Familiarity with qualitative and quantitative methods for assessing the effectiveness and efficiency of FMS programs is necessary.
Strong communication skills, both verbal and written, are crucial for producing high-quality acquisition and program documentation.
Desired Qualifications:
A Master's degree in a relevant engineering discipline, coupled with at least 10 years of experience in the field, including 5 years within the Department of Defense, is preferred.
