Senior FMS Program Manager

DCS Corp is seeking a Senior FMS Program Manager to provide essential support to the Air Force Life Cycle Management Center/PEO Digital Directorate. This role is pivotal in overseeing the modernization, development, testing, production, fielding, and sustainment of a diverse portfolio of programs for the United States Air Force and allied nations.
The selected candidate will specifically support the HBI program office, focusing on the Japan/E-767 AWACS program, which serves as the Airborne Radar System for the Japan Air Self Defense Force.
This is a full-time position.
Key Responsibilities:
In this position, you will leverage your extensive knowledge of FMS system acquisition and program management principles. You will be responsible for planning, researching, analyzing, and evaluating system acquisition related to the development, production, and deployment of defense systems and associated equipment. Your role will involve formulating plans and recommending effective strategies to meet cost, schedule, and performance objectives.
Specific responsibilities include:
- Preparing and delivering various briefings and schedules regarding program status and acquisition tasks to senior management, including support for Program Acquisition Reviews and senior-level meetings.
- Demonstrating a strong background in acquisition planning, with a focus on FMS-specific requirements, including industry engagement, market research, and contract negotiation preparation.
- Applying extensive experience in FMS acquisition, including knowledge of Anti-Tamper requirements, ITAR regulations, and customs processes.
- Managing the preparation of LOA data and ensuring compliance with mandated systems.
- Willingness to travel internationally, including to potentially challenging locations.
- Collaborating effectively with prime contractors, subcontractors, and suppliers from foreign nations.
- Acting as a representative for the program office to international defense entities, providing real-time responses to complex inquiries.
- Supporting various program office activities, including internal meetings, design reviews, and technical interchange meetings.
- Understanding and applying RMF requirements and GRC processes in the FMS context.
- Familiarity with customer country customs and business practices.
- Knowledge of the DoD Transportation System related to shipping equipment overseas.
Travel Requirements: 20% of the time.
Required Qualifications:
U.S. Citizenship is mandatory due to the sensitive nature of the role. Candidates should possess a Bachelor's degree in a professional engineering discipline and have at least 12 years of relevant experience, with a minimum of 5 years in the Department of Defense.
An active Secret Security clearance is required.
Applicants should demonstrate knowledge of both qualitative and quantitative techniques for assessing the effectiveness and efficiency of FMS programs.
Strong communication skills, both written and verbal, are essential for producing high-quality acquisition and program documentation.
Desired Qualifications:
A Master's degree in a relevant engineering discipline and at least 10 years of experience in the field, including 5 years within the DoD, is preferred.
