Position Overview:
As a Senior Program Management Officer, you will play a pivotal role in overseeing financial operations, technological applications, procurement processes, and resource management within a substantial budget framework ranging from $15 to $25 million.

Key Responsibilities:
1. Provide strategic leadership and guidance on Federal Lands Highway (FLH) Programs to various stakeholders, including Federal, State, and local government entities.
2. Manage and coordinate multiple teams to ensure effective delivery of the FLH Program and related administrative support, including transportation planning and program development.
3. Direct a dedicated staff of approximately 40 to 50 professionals, ensuring efficient program planning, administration, and execution of the FLH Program.

Administrative Management:
Oversee essential administrative functions, including transportation planning, finance, information technology (IT), and property management, ensuring compliance with federal regulations and organizational standards.

Ideal Candidate Profile:
The ideal candidate will be a seasoned professional with a strong commitment to mission-driven work, a champion for diversity, and extensive experience in managing Federal Lands Highway programs, particularly in transportation planning and program development.

Leadership and Collaboration:
This role requires the ability to foster positive collaborative relationships across divisions, Federal Lands Highway, and other relevant offices. Strong leadership skills are essential for managing an annual program and guiding diverse teams.

Contracting and Negotiation Expertise:
Demonstrated knowledge and experience in various contracting methods, including alternative contracting mechanisms, along with the ability to solve problems and negotiate complex technical and legal issues while maintaining robust working relationships.

Qualifications:
To qualify for this position, candidates must possess specialized experience relevant to the grade level, including:
- Development of short and long-term strategic plans and policies to align with organizational priorities.
- Oversight of program finance, accounting, and information management systems.
- Management of diverse administrative and professional teams, including workforce planning and personnel management.

Knowledge, Skills, and Abilities:
Applicants will be evaluated based on their knowledge and skills in administration and management, compliance with federal regulations, leadership adaptability, and effective communication abilities.
