Position Overview:
As a Senior Program Manager, you will be responsible for overseeing and guiding various operational aspects, including finance, technology applications, procurement, and resource management, with an annual budget ranging from $15 to $25 million.

Key Responsibilities:
1. Provide strategic leadership and direction on Federal Lands Highway (FLH) Programs to Federal Lands Management Agencies (FLMAs), state and local governments, and other federal and state resource organizations.
2. Manage multiple teams and ensure the effective delivery of the FLH Program alongside other program administration and support for partners, focusing on transportation planning and program development.

3. Direct and supervise a workforce of approximately 40 to 50 individuals, ensuring effective program planning, administration, and execution of the FLH Program.

4. Oversee administrative and management functions, including transportation planning, programming, finance, information technology (IT), and property management.

Ideal Candidate Profile:
The ideal candidate will be a seasoned professional with a strong commitment to the mission, a proponent of diversity, and extensive experience in administering Federal Lands Highway programs, particularly in transportation planning and program development.

This individual will possess a proven track record of providing leadership, managing annual programs, and fostering positive collaborative relationships within the division and across various FHWA offices.

Essential Skills:
Knowledge and experience in diverse contracting methods, adept problem-solving abilities, and negotiation skills for addressing complex technical and legal challenges while building and maintaining robust working relationships.

Qualifications:
To qualify for this position, candidates must demonstrate specialized experience relevant to the role. For the GS-15 level, candidates should have at least one year of experience equivalent to the GS-14 level, which includes:

  1. Developing short and long-term plans, policies, and guidance to align with organizational priorities and program requirements.
  2. Providing policy direction, guidance, and oversight for program and project finance, accounting, and information management systems.
  3. Managing budgets, finance, and accounting functions, as well as overseeing diverse administrative and professional staff.

Your qualifications will be evaluated based on your knowledge and competencies in:

  • Administration and Management: Understanding of business function planning, coordination, and execution.
  • Compliance: Familiarity with assessing and monitoring programs for adherence to federal laws and regulations.
  • Leadership: Ability to influence and motivate others, adapting leadership styles as necessary.
  • Communication: Proficient in conveying information effectively to various audiences, making clear presentations, and responding to nonverbal cues.
