Senior Program Management Specialist

Position Overview:
As a Senior Program Management Specialist, you will play a pivotal role in overseeing and guiding critical financial and operational aspects of our programs.
Key Responsibilities:
1. Provide expert guidance in finance, technology applications, procurement, and resource management, overseeing an annual budget ranging from $15 to $25 million.
2. Offer leadership and strategic direction on Federal Lands Highway (FLH) Programs to various stakeholders, including state and local governments and federal agencies.
3. Manage multiple teams to ensure effective delivery of the FLH Program, along with other program administration and support initiatives, including transportation planning and program development.
Team Leadership:
Supervise a dedicated staff of approximately 40 to 50 professionals, leading the planning, administration, and execution of the FLH Program.
Administrative Oversight:
Oversee administrative functions including transportation planning, finance, IT, and property management.
Candidate Profile:
The ideal candidate is a seasoned professional with a strong commitment to mission objectives, diversity, and extensive experience in managing Federal Lands Highway programs, particularly in transportation planning and program development.
Collaboration and Relationship Building:
Establish and maintain positive collaborative relationships within the division and with other offices, ensuring effective program management.
Contracting Knowledge:
Possess a deep understanding of various contracting methods, adept at problem-solving and negotiating complex technical and legal issues.
Qualifications:
To qualify for this position, candidates must demonstrate specialized experience relevant to the role, including:
- Developing strategic plans and policies to align with organizational goals.
- Providing oversight and direction for program finance and data management systems.
- Managing budgets and leading diverse administrative teams.
Knowledge, Skills, and Abilities:
