DESCRIPTION

The Financial Grants Administrator is responsible for executing advanced and intricate professional tasks related to the management and coordination of data collection for the Comprehensive Annual Financial Report (Annual Report), financial statements, and various other reports. This role involves assisting in the formulation of budget proposals, monitoring financial outlays, and ensuring adherence to fiscal regulations in accordance with supervisory directives and departmental policies. The position reports to the Deputy Director or another designated individual and collaborates with colleagues, department heads, auditors, vendors, the public, and elected officials to maintain accurate and accessible financial records.
KEY RESPONSIBILITIES
  • Oversee the collection of information for the Annual Report, financial statements, and other documentation. Aid in the development of quarterly financial reports.
  • Support departments in drafting budget requests by conducting fieldwork, which includes analyzing various budget scenarios, performing fiscal studies, engaging with department leaders, and reviewing request formats and content.
  • Interpret financial reports, clarify the budgeting process, provide guidance on resources and assumptions for budget forecasts, prepare comparative analyses of operational programs, and present reports to the Director or Deputy Director with recommendations for budget adjustments.
  • Assist with accounting and budgeting tasks.
  • Conduct specialized cost/benefit analyses on the financial implications of management decisions and proposals, prepare reports summarizing findings, and offer recommendations to management.
  • Perform additional duties as required.
MINIMUM QUALIFICATIONS

Education: BA/BS from an accredited institution in Accounting or Finance with a focus on accounting.
Experience: Five (5) years in governmental accounting, financial analysis, or financial reporting.

Knowledge/Skills/Abilities:
  • Extensive knowledge of budget preparation procedures, review and analysis processes, financial system operations, and local government accounting.
  • Familiarity with applicable federal, state, and local laws as well as county policies and procedures.
  • Proficient in generally accepted accounting principles, planning, organization, prioritization, and interpersonal relations.
  • Expertise in organizational management concepts, operation of personal computers, including specialized software for report preparation and mathematical calculations.
  • Exceptional verbal communication skills.
  • Proven ability to think critically, solve problems, organize information effectively, work under pressure, and operate independently.
  • Familiarity with GASB statements and their applications.
  • Strong understanding of governmental accounting practices.
  • Knowledge of computerized accounting systems and cost/project accounting.
  • Comprehensive knowledge of budget preparation, administration, and evaluation.
  • Solid understanding of financial reporting in a governmental context.
Certification: CPA, CGFM, or CPFO preferred.

  • Environmental Factors: Essential functions are performed without exposure to adverse conditions.
