POSITION TITLE: Program Officer, Clean Energy and Circular Economy

GROUP: Energy and Environment (E2)

LOCATION: Remote within the United States

REPORTS TO: Senior Program Manager, Clean Energy and Circular Economy (CE2)

POSITION SUMMARY:

Winrock's Energy and Environment (E2) division is committed to promoting healthy ecosystems by creating and executing strategies to safeguard natural resources, improve ecosystem services, combat climate change, enhance access to clean energy, and minimize pollution. The CE2 team focuses on two main areas: addressing pollution challenges, including waste management and plastic reduction, and advancing clean energy solutions, particularly off-grid solar technologies for rural communities.

The CE2 Program Officer will assist in managing designated projects within the CE2 portfolio, focusing on:

  • Administrative tasks and compliance
  • Communication with stakeholders
  • Research and preparation of reports and proposals
  • Engagement with partners
  • Supporting technical project deliverables
  • Logistical management for travel and events

This role provides a unique opportunity to collaborate with thought leaders on pressing energy and environmental challenges in the Global South. The position involves international travel, estimated at 20% of the time.

QUALIFICATIONS:

Education: Bachelor's degree in social sciences, environmental sciences, international development, or a related discipline.

Experience: A minimum of four (4) years in international development, particularly in project management, financial oversight, technical assistance, and compliance with donor requirements, including:

  • Proficiency in writing and editing project reports
  • Experience with USAID projects is highly desirable
  • Familiarity with areas such as pollution reduction, clean energy, climate change, forestry, and economic development
  • Experience in supporting proposals for U.S. Government or other funding sources
  • International work or volunteer experience is a plus
  • Effective communication skills with donors, local partners, and government entities

Skills:

  • Exceptional written and verbal communication abilities for project support and stakeholder relations
  • Fluency in English is required; proficiency in Spanish or another language is preferred
  • Strong organizational skills to manage multiple tasks and meet deadlines under pressure
  • Demonstrated analytical and problem-solving skills
  • Ability to work collaboratively and foster a positive team environment
  • Commitment to ethical standards and practices

Salary: The salary range for this position is between $78,000 - $83,000, accompanied by a 10% annual contribution to a 403b plan and a comprehensive benefits package.
