POSITION TITLE: Program Officer, Clean Energy and Circular Economy

GROUP: Energy and Environment (E2)

LOCATION: Remote within the United States

REPORTS TO: Senior Program Manager, Clean Energy and Circular Economy (CE2)

POSITION SUMMARY:

Winrock's Energy and Environment (E2) division is committed to preserving natural ecosystems by crafting and executing strategies that safeguard resources, improve ecosystem services, combat climate change, expand access to renewable energy, and minimize pollution. The Clean Energy and Circular Economy (CE2) team operates in two primary domains: addressing pollution challenges such as waste management and plastic reduction, and promoting off-grid solar solutions for rural communities, including solar water pumps and chillers. Through innovative financing, market acceleration, and transaction advisory services, we aim to attract private investments in renewable energy, clean cooking solutions, and energy efficiency initiatives.

The CE2 Program Officer will assist in managing designated projects within the CE2 portfolio, focusing on administration, compliance, stakeholder engagement, research, report and proposal development, partner collaboration, and logistical arrangements for travel and events. This role provides a unique chance to share insights and learn from experts on energy and environmental challenges affecting the Global South. International travel is expected (approximately 20% of the time).

QUALIFICATIONS:

Education: A Bachelor's degree in social sciences, environmental sciences, international development, or a related discipline.

Experience: A minimum of four (4) years in international development, particularly in project management, financial oversight, technical support, and donor compliance, including:

  • Proficiency in writing and editing project reports
  • Experience with USAID projects is highly desirable
  • Familiarity with areas such as pollution reduction, renewable energy, climate change, forestry, natural resource management, and economic development
  • Experience in preparing proposals for U.S. Government or other funding agencies, including multilateral development banks and foundations
  • International work or volunteer experience is a plus
  • Strong communication skills with donors, local partners, and government entities

Skills:

  • Exceptional written and verbal communication skills for project support, donor relations, and business development
  • Fluency in English is mandatory; proficiency in Spanish or another language is preferred
  • Ability to manage multiple tasks, meet deadlines, and perform under pressure while maintaining quality
  • Strong analytical and problem-solving skills
  • Capacity to collaborate effectively with colleagues and foster a positive work environment
  • Commitment to the highest ethical standards

Salary: The salary range for this position is between $78,000 - $83,000, along with an additional 10% 403b annual contribution and a comprehensive benefits package.
