Position Overview:
French & Parrello Associates is in search of a dedicated Site Civil Project Manager with expertise in Land Development to join our dynamic team.

Key Responsibilities:
  • Experience: A minimum of 10 years in Site Engineering and Land Development is required.
  • Education: A Bachelor's degree in Civil Engineering is essential.
  • Licensure: A valid New Jersey PE License is mandatory.
Essential Qualifications:
We are looking for a candidate who is highly proficient in Site Engineering and Land Development. The ideal applicant should:
  • Have a proven track record of at least ten years as a Land Development Engineer.
  • Exhibit strong verbal and written communication skills for effective project management and client interaction.
  • Possess experience in providing expert testimony before municipal Boards to facilitate project approvals.
  • Demonstrate a robust understanding of business development and a history of successfully cross-selling multi-disciplinary services.
  • Foster a business culture within the project team that aligns with the values set by the Board of Directors.
  • Show a keen awareness of Risk Management practices, with a successful history of minimizing claims and disputes.
Business Development:
  • Maintain strong relationships with clients, identifying opportunities for project extensions and new ventures.
  • Explore leads within existing clients to promote services from other departments.
  • Seek new client opportunities and coordinate follow-up efforts with the Department Manager.
  • Participate in key trade shows to network with prospective and current clients.
  • Continuously enhance knowledge of competitors and communicate significant changes to FPA leadership.
  • Assist in client presentations as needed.
Proposal Management:
  • Support the Department Manager in assessing project pursuits based on the GO/NO GO Matrix.
  • Contribute to the development of strategies for RFQs, including time budgeting for proposal preparation.
  • Prepare proposals upon request, including budget estimations, while coordinating with Marketing Services and technical teams.
  • Recommend qualified sub-consultants for proposal sections.
  • Identify client representatives involved in decision-making and follow up to secure projects.
  • Review and analyze unsuccessful proposals to improve future submissions.
  • Educate clients on contract issues, including unfavorable terms that may arise.
Operations Management:
  • Review contracts or proposals before project initiation, ensuring compliance with corporate requirements.
  • Establish a comprehensive project work plan prior to commencement.
  • Implement a project-specific QA/QC process in line with FPA standards.
  • Define project budgets and schedules, coordinating staffing needs accordingly.
  • Clarify roles and responsibilities to assigned staff, detailing phases, tasks, budgets, and timelines.
  • Collaborate with corporate support services to draft sub-consultant contracts.
  • Engage with client Project Managers to provide updates on project progress.
  • Promptly submit change order requests as necessary.
  • Regularly assess the quality of work and productivity of team members, recommending corrective actions when needed.
  • Participate in departmental or corporate initiatives aimed at enhancing operational success.
Project Administration:
  • Monitor job cost data weekly, taking immediate corrective actions if necessary.
  • Initiate project billing in accordance with client requirements, at least monthly.
  • Ensure timely collection of client receivables based on established goals.
  • Maintain project files in compliance with FPA Document Retention Policy.
  • Propose changes to policies and procedures as needed.
