Position Overview:

LBL's Security & Emergency Services is seeking a Continuity Specialist within our Emergency Management Department. This position is pivotal in enhancing the laboratory's preparedness and resilience, facilitating continuity initiatives alongside experts, and ensuring adherence to DOE directives.

Key Responsibilities:
  • Oversee and refine the LBNL Continuity of Operations and Business Continuity Plans, guaranteeing their compliance with DOE and LBNL standards.
  • Work collaboratively with management to incorporate continuity components, utilizing Hazard Vulnerability Assessments and Business Impact Analysis, while organizing drills and exercises in line with FEMA HSEEP guidelines.
  • Assist LBNL leadership in formulating continuity strategies, fostering inter-organizational coordination, and evaluating the effects of preparedness policies and plans.
  • Support the Emergency Manager in developing, managing, and sustaining the lab's Emergency Management Program to fulfill institutional and regulatory obligations, including DOE Orders 150.1B and 151.1D.
  • Engage in ongoing training and certification pursuits in continuity and emergency management.
Qualifications Required:

Continuity Specialist Level 2:
  • At least 2 years of relevant experience in continuity or emergency management, or an equivalent mix of education and work experience.
  • Proficient in crafting and executing continuity policies, plans, and documentation.
  • Experienced in collaborative training, conducting drills and exercises, and performing assessments.
  • Strong verbal and written communication skills, with proficiency in Windows and/or MacOS.
Continuity Specialist Level 3 (in addition to Level 2):
  • A minimum of 5 years of relevant experience in continuity or emergency management, or an equivalent mix of education and work experience.
Preferred Qualifications:
  • Bachelor's degree or an equivalent combination of relevant education and work experience.
  • Relevant coursework, training, or certification focused on business continuity or continuity of operations.
  • Familiarity with NFPA 1600, DOE Order 150.1B, DOE O 151.1D, the National Response Framework (NRF), National Incident Management System (NIMS), California Standardized Emergency Management System (SEMS), and the Incident Command System (ICS).
  • Professional Continuity Practitioner or Master Continuity Practitioner certification.
  • Certified Business Continuity Practitioner credential.
  • Standardized Emergency Management System (SEMS) Training.
  • FEMA or other relevant Incident Command Systems (ICS) training.
Additional Information:
  • This is a full-time career position, exempt from overtime pay.
  • The expected salary range for the Continuity Specialist Level 2 position is $97,884 - $108,192 annually, while the Level 3 position is expected to pay $120,060 - $132,696 annually.
  • Salary offers are determined based on the final candidate's qualifications and experience.
  • This position may require a background check, with any convictions evaluated based on their relevance to the role's responsibilities.
  • This role is eligible for a hybrid work schedule, combining telework and on-site responsibilities.
